Job Summary

Compliance SpecialistThis position will involve managing budgets ensuring adherence to local state and federal regulations and overseeing reporting and audits. Key responsibilities include assisting with the development of the annual budget monitoring expenditures ensuring compliance with state and federal laws such as MGL Chapter 30B (procurement law) and preparing reports for the state Department of Elementary and Secondary Education (DESE). This role requires strong analytical skills a deep understanding of public-school finance ability to utilize and leverage technology and applications to generate efficiencies understanding of artificial intelligence in finance and the ability to collaborate with various stakeholders. QualificationsBachelors degree in Finance Accounting Business Administration or a related field is required Masters degree preferred DESE Business Administrator Certification requiredThree years of experience with public sector/municipal finance and K-12 public school accounting preferredThorough understanding of governmental accounting (GASB) budgeting and Massachusetts laws Proficiency with software (MUNIS) spreadsheet programs and databasesStrong analytical problem-solving communication and interpersonal skills in order to present complex information and collaborate with diverse stakeholdersSkilled in use of technology and applicationsResponsibilities Collaborate in the development of the annual budget provide input for long-range planning and monitor budget projections Ensure all procedures purchasing and reporting activities comply with Massachusetts General Laws DESE guidelines and other local state and federal regulations Implement and monitor accounting procedures to ensure the proper recording of all receipts and expenditures and maintain accurate records Analyze a variety of information (e.g. budget variances cost projections etc.) for the purpose of providing direction and support making recommendations maximizing use of funds and/or ensuring overall operations are within budgetCollaborate with internal and external personnel for the purpose of implementing and/or maintaining services and programs and providing information and general supportCompile data from a wide variety of sources (e.g. staff public agencies school etc.) for the purpose of analyzing issues ensuring compliance with organization policies and procedures and/or monitoring program componentsConduct internal audits for the purpose of ensuring program operations are within budget and in accordance with fiscal practicesParticipate as a member or facilitator in meetings workshops and seminars for the purpose of identifying issues developing recommendations providing training and conveying and/or gathering information required to perform functionsPerform personnel functions (e.g. training scheduling interviewing evaluating supervising etc.) for the purpose of maintaining adequate staffing enhancing productivity of personnel and achieving objectives within budgetPrepare a wide variety of materials and data (e.g. annual budgets statements budgetary reports for the school committee procedures etc.) for the purpose of documenting activities and issues meeting compliance requirements and/or providing supporting materials for requested actionsReconcile account balances for the purpose of maintaining accurate account balances and complying with established guidelines Research topics and related legal issues for the purpose of evaluating compliance requirements and potential implications on district operationsRespond to a wide variety of inquiries of staff district personnel other professional organizations etc. (e.g. accounting guidelines expenditure status grant guidelines etc.) for the purpose of resolving problems providing information and/or referring to appropriate personnelGenerating high stakes presentations and data to be shared with various stakeholdersAny other duties as assigned by the Interim Assistant Superintendent of Secondary Schools and Compliance and/or Superintendent or her designeeThis is a 12-month non-union position. Salary commensurate with experience range of $100000 - $110000.
