Job Summary

The HIV Clinical Services Officer plays a key role in supporting the delivery of high-quality comprehensive HIV care and treatment services in line with national guidelines and PEPFAR priorities. The position is responsible for strengthening the HIV treatment cascadefrom case identification ART initiation adherence and retention to viral suppressiontoward achieving theHIV epidemic control goals. The officer will collaborate closely with Council Health Management Teams (CHMTs) health facility teams and community partners to ensure integrated client-centered and data-driven HIV services that are sustainable and aligned with Ministry of Health (MOH) standards. 

KEY RESPONSIBILITIES 

  • Support the provision of comprehensive HIV/AIDS care and treatment services in accordance with national guidelines. 
  • Ensure effective implementation of the clinical cascade from HIV case identification and linkage to adherence counseling retention and viral load suppression. 
  • Facilitate integration of Advanced HIV Disease (AHD) services CD4 testing hypertension diabetes mellitus hepatitis and mental health screening into HIV care. 
  • Provide technical support and oversight to healthcare providers in collaboration with CHMTs on implementing Differentiated Service Delivery Models (DSDMs) such as same-day ART initiation 3/6MMD and community ART refill. 
  • Collaborate with Facility and Community HIV Case identification officers and peer navigators to ensure timely linkage and enrollment of newly diagnosed PLHIV into care and treatment. 
  • Work closely with Retention Officers to ensure proper follow-up and documentation of ART clients. 
  • Strengthen community engagement through the use of community health workers and expert clients to trace and re-engage clients with treatment interruption. 
  • Support linkage of PLHIV to economic strengthening and life-skills initiatives where available. 
  • Support clinic preparation processes client reminder systems and eligibility check to prevent missed opportunities and enhance client retention. 
  • Build capacity of healthcare providers through technical support oversight and dissemination of SOPs job aids and national guidelines. 
  • Participate in cluster council and facility-level technical meetings ensuring alignment with MOH and PEPFAR policies. 
  • Participate in monthly and quarterly review meetings at council and cluster levels to evaluate progress and address implementation gaps. 
  • Work collaboratively across program units (clinical community M&E laboratory) to ensure integrated and coordinated service delivery. 
  • Provide technical guidance to ensure all services comply with national standards and donor requirements. 
  • Monitor clinical outcomes among recipients of care (RoC) including viral load testing and other laboratory investigations 
  • Track facility performance using Continuous Quality Improvement (CQI) indicators and develop remediation plans where necessary. 
  • Collaborate with M&E and data teams to ensure accurate timely and high-quality data reporting. 
  • Utilize data to guide decision-making and quality improvement interventions. 
  • Prepare and submit weekly monthly quarterly and annual reports to the HIV Clinical Services Advisor and relevant stakeholders. 
  • Participate in periodic data quality assessments (DQA) and performance review sessions. 

Qualifications :

Education and Professional Qualifications 

  • Doctor of Medicine (MD) from a recognized institution. 
  • Masters in public health (MPH) or equivalent qualification is an added advantage. 

Experience 

  • Minimum of four (4) years of experience in HIV/AIDS clinical care and treatment preferably within PEPFAR-supported programs. 
  • Proven experience working with R/CHMTs facility teams and partners to meet programmatic targets. 
  • Demonstrated skills in data analysis interpretation and use for program improvement. 

Knowledge Skills and Competencies 

  • Strong technical expertise in HIV/AIDS care and treatment ART management and differentiated service delivery. 
  • Excellent program planning coordination and management skills. 
  • Ability to foster collaboration with government entities development partners and community organizations. 
  • Strong mentorship supervisory and leadership skills. 
  • Proficiency in Microsoft Office (Word Excel PowerPoint) and familiarity with data systems such as CTC2 DHIS2. 

Languages 

Fluent in English and Swahili (spoken and written).
