Job Description: Payroll Clerk
Role Summary
Sunshine Enterprise USA LLC is seeking a meticulous experienced and highly reliable Payroll Clerk to serve as a Key Expert on a critical international development project. This is not a standard payroll role; the successful candidate will be the operational backbone ensuring the accurate and timely compensation for nearly 90 personnel while assuming full compliance with complex Turkish labour laws. You will be directly responsible for processing payroll managing statutory deductions and maintaining flawless records thereby supporting the projects mission to enhance employability and sustainable livelihoods for refugees and host communities in Türkiye. Your work will ensure operational continuity and uphold our contractual and legal obligations as the legal employer of record.
Key Responsibilities
1. Payroll Processing & Disbursement:
Accurately calculate and process monthly payroll for all project personnel (approx. 89 staff) within strict deadlines.
Ensure 100% on-time disbursement of net salaries to all personnel within five (5) working days following the end of each payroll month.
Pro-rate salaries for part-time and daily-based staff based on certified timesheets from Implementing Partners.
Administer all statutory and contractual financial entitlements including severance pay bonuses and other benefits as mandated by Turkish Labour Law.
2. Statutory Compliance & Deductions:
Expertly apply and manage all legal deductions including Social Security (SGK) premiums income tax and stamp duty.
Stay abreast of changes in Turkish Labour Law and regulations affecting payroll and ensure all processes are 100% compliant.
Prepare and submit all necessary statutory reports and declarations to relevant Turkish authorities on time.
3. Record Keeping & Reporting:
Generate and distribute detailed individualized payslips to all personnel and on a monthly basis.
Maintain a secure digital and organized filing system for all payroll records ensuring they are readily available for audit and review.
Prepare and submit comprehensive monthly payroll reports including supporting breakdowns within five (5) working days after month-end.
Provide detailed analysis of payroll charges and deductions upon request.
4. Leave & Benefits Administration:
Maintain an accurate and up-to-date leave tracking system for all personnel (annual sick etc.).
Report leave balances and utilization on a monthly basis.
Administer employee benefits in accordance with the projects terms and Turkish regulations.
5. Contract & Offboarding Support:
Collaborate with the HR Expert to ensure smooth onboarding and contract initiation from a payroll perspective.
Execute payroll-related actions for contract extensions amendments and terminations as per companys written instructions.
Manage the full financial offboarding process for terminated personnel including final settlements unused leave payments and severance calculations.
Qualifications and Experience
Essential:
A minimum of 5 years of direct hands-on experience in end-to-end payroll processing preferably in a high-volume environment.
Proven expertise in payroll software systems (experience with ADP Workforce Now is a significant advantage).
Demonstrable knowledge of statutory payroll deductions tax regulations and social security contributions.
Exceptional attention to detail and a commitment to 100% accuracy in all calculations and reporting.
High level of integrity and ability to handle confidential information with discretion.
Highly Desirable:
Prior experience managing payroll in compliance with Turkish Labour Law is a definitive advantage.
Experience working on internationally-funded projects or with public sector clients.
Strong analytical and problem-solving skills.
Excellent organizational skills and the ability to manage multiple priorities under tight deadlines.
Proficiency in English both written and verbal.
Performance Metrics
The Payroll Clerks performance will be measured against the following Key Performance Indicators (KPIs) from the project Terms of Reference:
100% accuracy and on-time disbursement of payroll within five (5) working days after month-end.
100% compliance with all Turkish Labour Law regulations related to payroll and deductions.
100% timeliness in the submission of payroll reports and payslips.
Zero critical findings during company spot checks on payroll documentation.
