The Information Services Division (ISD) provides the technology foundation that powers OSTs mission. Our work supports everything from core financial operations to enterprise cybersecurity data management and technology modernization efforts across the agency.

Opportunity:

OST is seeking an experienced and strategic Senior Manager of Infrastructure Operations & Support to lead the agencys IT infrastructure database administration and end-user support functions.

This position provides both strategic and operational leadership to ensure OSTs technology environment is secure reliable and efficient. The Senior Manager oversees infrastructure performance service quality and modernization efforts while optimizing resources and advancing agency-wide technology objectives.

This position reports directly to the Information Services Director (CIO) and plays a key leadership role within the ISD management team. The ideal candidate is a collaborative forward-thinking IT leader with strong management skills and a deep understanding of enterprise infrastructure and operational excellence.

Primary Responsibilities:

  • Provide leadership and direction for IT infrastructure operations and support programs ensuring effective secure and efficient services.
  • Oversee server storage cloud and database administration functions including configuration patching performance tuning and lifecycle management.
  • Direct end-user and client support operations to deliver responsive high-quality customer service.
  • Ensure robust database management practices including backup recovery and optimization.
  • Lead IT modernization initiatives such as cloud adoption automation and process improvement.
  • Oversee IT purchasing renewals and vendor management to ensure fiscal accountability and compliance with state procurement standards.
  • Manage operational budgets contracts and service-level agreements (SLAs).
  • Establish and monitor key performance metrics for service delivery uptime and incident response.
  • Collaborate with cybersecurity and application teams to maintain secure resilient systems aligned with OCIO and OST standards.
  • Mentor coach and develop staff fostering a culture of teamwork learning and continuous improvement.

Qualifications

Minimum Qualifications
Any combination of education and/or professional experience totaling at least seven (7) years including at least three (3) years in a supervisory or managerial capacity leading infrastructure operations or technical support teams.

Candidates must demonstrate:

  • Experience managing enterprise infrastructure environments (servers storage virtualization cloud and databases).
  • Proven success overseeing IT operations and end-user support functions.
  • Knowledge of IT service management (ITSM) practices and incident/change management.
  • Experience managing budgets contracts and vendor relationships.
  • Strong communication and leadership skills with the ability to partner across organizational levels.

Desirable Education Experience and Competencies:

  • Experience in Washington State or public-sector IT environments including familiarity with OCIO standards.
  • Advanced knowledge of cloud environments (Azure AWS) and enterprise virtualization technologies.
  • Experience leading database administration teams or managing enterprise data platforms (SQL Server Oracle PostgreSQL).
  • ITIL Foundation certification or equivalent ITSM experience.
  • Project Management Professional (PMP) certification or equivalent experience leading IT initiatives.
  • Experience driving modernization automation or digital transformation initiatives
