What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range an employee with this position will also be eligible for the following:

  • Educational Incentive - An educational incentive of 2.5% for completion of an associate degree 3.5% for completion of a bachelors degree OR 5% for completion of a graduate degree.

The Department
The Information Technology Services Department works with every Ventura County department/agency to provide the necessary technology infrastructure and consulting/contracting services to meet ongoing and emerging business needs including project management business process improvement applications support voice/data infrastructure data security threat and risk management and extended staffing.

The Position
Working within the Network Services Division under general supervision (I) or under direction (II) the Telecommunications Network Specialist (TNS) for this assignment installs maintains modifies and/or repairs network cabling and voice and data equipment as assigned; performing related duties as required.

The TNS Iis the entry level in the Telecommunications Network Specialist Series. This level is also a dual concept:

  • An allocated level which describes work limited by scope and complexity of assignments (e.g. installation technical helper)
  • A training level in which incumbents learn and subsequently demonstrate competencies in knowledge skills and abilities required for the full working or journey level of the II expected to carry out assignments with a minimum of supervision.

TheTNS II is the full working level in the Telecommunications Network Specialist series and requires demonstrated proficiency and understanding of related standards for telephone cat6 and fiber cabling as well as experience with Cisco VoIP and data equipment.

The Ideal Candidate

The successful candidate will have experience with the installation and maintenance of network cabling. The candidate will also have working knowledge of general telephone equipment in a business environment and familiarity with Cisco voice and data addition they must work well with others and ensure high customer service standards are met.

Telecommunication Network Specialists I/II are represented by the International Union of Operating Engineers (IUOE) and are eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill present and future Regular Temporary Fixed-term Intermittent or Extra Help vacancies.Thereis currently one (1) Regular Full-time vacancy within theInformation Technology Services Department.

TENTATIVE SCHEDULE
OPENING DATE: Thursday November 62025

PAYROLL TITLES AND APPROXIMATE SALARIES
Telecommunications Network Specialist I: $34.18 - $43.06 per hour
Telecommunications Network Specialist II: $37.25 - $46.95 per hour

NOTE: If appointed at the lower level incumbent may be promoted to higher levels without further exam upon meeting the minimum requirements demonstrating satisfactory performance and in accordance with the business needs of the department.

Examples Of Duties

Duties may include but are not limited to the following:

  • Assists in installing replacing troubleshooting repairing and terminating Telecommunications cables (CAT5 CAT6 and Copper) in support of Network Infrastructure;
  • Responds to service requests incidents and problems in a service management system accurately documenting labor hours and inventory for billing and performance monitoring;
  • Assists in installing/replacing VOIP Phones and UPS;
  • Assists TNS II/IIIs with site implementation at new and existing sites;
  • Performs other related duties as required.


At the (II) level additional duties may include:

  • Understand and work with blueprints schematics and other design documents;
  • Completes network cabling infrastructure buildouts such as Data Centers Main Distribution Frames (MDFs) and Independent Distribution Frames (IDFs);
  • Assists in installing replacing troubleshooting repairing and terminating Fiber Optic cabling in support of Network Infrastructure.

Typical Qualifications


These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION TRAININGAND EXPERIENCE

TNS I: No experience required; however applicants must demonstrate possession of and competency in requisite knowledge of voice and data network cable and familiarity with telecommunications equipment.

TNS II: Considerable technical skill with voice systems maintenance and familiarity with Cisco voice and data network equipment;
AND
At least two (2) years of practical hands-on experience in the installation and maintenance of network cabling.

NECESSARY SPECIAL REQUIREMENTS

  • Possession of or ability to obtain a valid California Driver License by date of hire;
  • Work may involve considerable cable pulling and terminations of all types of telecommunications cabling and color recognition and identification is required for termination of cabling;
  • Ability to utilize a full range of body movements involving reaching bending grasping and climbing;
  • Perform manual labor associated with repair and servicing of telecommunications and business equipment which may include lifting objects weighing up to 50 pounds;
  • Work under difficult weather conditions;
  • Work with batteries asbestos and other hazardous materials;
  • Must be able and willing to travel within Ventura County in support of technology efforts as needed;
  • Must be able and willing to work long hours to resolve production problems or meet project deadlines as needed;
  • Must be able and willing to work nights weekends and holidays on a standard rotating on-call basis as needed;
  • Excellent written and verbal communication skills must be demonstrated in the completion of the employment application and supplemental questionnaire.


KNOWLEDGE SKILLS & ABILITIES

Working (I) to considerable (II) knowledge of:

  • Principles of electronics concepts and functions of state-of-the-art converged telecommunications network and cabling;
  • Tools and test equipment used in installing repairing and servicing of telecommunications cabling and business equipment.


Demonstrated skill in:

  • Utilizing Microsoft Word and Excel at a beginner level.


Demonstrated skill in(Level II Only):

  • Use of equipment and tools utilized in theinstallation maintenance and repair of Fiber Optic Cabling (Single and Multi-Mode).

orking (I) to comprehensive (II) ability to:

  • Understand and adhere to laws regulations and policies governing telecommunications operations and procedures for the standardized implementation of networks;
  • Identify and analyze operating problems and implement changes;
  • Communicate effectively both verbally and in writing with the ability to follow verbal instructions;
  • Establish and maintain cooperative relationships resulting in positive interactions with customers vendors and internal technical staff;
  • Maintain accurate records of work performed;

Working ability to (Level II Only):

  • Install/maintain/modify/repair Fiber Optic Cabling (Single and Multi-Mode);
  • Understand and work with blueprints schematics and other design documents;
  • Research regulations and/or technical reference materials;
  • Collect and analyze data and electronic test information to support networks;
  • Work with a variety of test equipment and tools to repair complex electronic and business equipment.

A job-related oral examination will be conducted to evaluate and compare participating examinees knowledge skills and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants an oral examination will not be conducted. Instead a score of seventy percent (70%) will be assigned to each application and each applicant will be placed on the eligible list.
