PROJECT BACKGROUND
The ASEAN Standards and Certification for Experts in Disaster Management (ASCEND) Programme is an initiative by the ASEAN Member States (AMS) to enhance the quality of disaster management professionals in the region. It has two main components: the ASCEND Competency Standards and the ASCEND Certification.
The current ASCEND Project Phase 2 is a continuation of the ASCEND Project Phase 1. With the significant progress made in Phase 1 Phase 2 aims to further enhance ASCENDs presence and recognition in the disaster management sector. As the ASCEND operationalisation moves toward a well-established regular programme this phase is pivotal for ensuring the ASCEND projects long-term sustainability by increasing ASCENDs credibility and securing broader stakeholder recognition.
Supported by funding from the Republic of Korea the AHA Centre is implementing the ASCEND Project Phase 2 in collaboration with the Korean National Fire Agency (KNFA). The project goal of this phase is Strengthened ASCEND institutionalisation and Sustainability that Advanced Professionalism in the disaster management sector of ASEAN. The outcomes of this project are as follows:
1. Strengthened ASCEND institutionalisation and operationalisation with the involvement of wider stakeholders.
2. Improved ASCEND sustainability for long-term impact and relevancy to the disaster management landscape.
Through the above objectives ASCEND seeks to achieve a well-established regionally recognised certification scheme for disaster management professionals to ensure and promote higher standards and quality in disaster management across the region. ASCEND is also beneficial for identifying competent disaster management professionals in the region with a solid capacity to manage disasters to reduce the loss of life respond effectively recover more quickly and decrease disaster risks throughout the ASEAN region wherever possible.
To support the implementation of the ASCEND Project Phase 2 the AHA Centre seeks to recruit dedicated project management team members with the profile and qualifications below.
BROAD STATEMENT OF FUNCTION
Contribute to the ongoing development and operationalisation of the ASEAN Standards and Certification for Experts in Disaster Management.
Provide support to the activities under the ASCEND Project.
Carry out any other assignments as tasked by the Project Coordinator.
PRIMARY RESPONSIBILITIES
Contribute to the ongoing development and operationalisation of ASCEND
Manage the implementation and improvement of regular ASCEND certification assessments assessors training refresher courses etc.
Manage the regular review and update of ASCEND Competency Standards and its derivative documents according to the regular review period.
Contribute to the planned expansion of the ASCEND scope of work and key occupations in disaster management.
Work with the relevant governmental institutions NGOs education institutions and private sectors at the regional and national levels to promote and expand the ASCEND Programme.
Maintain and coordinate the pool of assessors and certified professionals including its database and administration matters.
Maintain and improve the online certification management system and database of certified professionals.
Coordinate the development and improvement of ASCEND-based training curricula and materials and improve their alignment with other relevant AHA Centre training.
Integrate maintain and improve ASCEND-related documents in the AHA Centre Learning Management System.
2. Provide support for the activities under the ASCEND Project
Support the governance of the ASCEND project internally at the AHA Centre and with the external Parties such as the ASCEND Project Steering Committee and the relevant ASEAN Committee on Disaster Management.
Facilitate the conduct of events such as workshops training and meetings concerning the implementation of the ASCEND project.
Maintain records of events meetings and relevant decisions.
Create publications and communications material related to ASCEND promotions and outreach.
Working with the ASCEND recruited consultants and the ASCEND Project Management Team to design and implement robust ASCEND sustainability initiatives.
Develop communication reports for every ASCEND project event to be circulated to various stakeholders.
Manage ASCENDs communication across various AHA Centre media platforms including the AHA Centre website YouTube X Instagram and Facebook.
Provide administrative support as necessary.
3. Carry out any other assignments as tasked by the Project Coordinator or other assigned officers

Adhere to all aspects of corporate affairs within the organisation such as administration human resources and legal as well as programme development and management communications and M&E and contribute to emergency operations as required.
Contribute to the AHA Centres collective efforts by accomplishing related duties as needed.
Education
Bachelors degree preferably Masters in Psychology Social Science Development Management Public Administration Communications or related disciplines.
Experience
At least five (5) years of work experience with a proven track record on relevant standardisation certification and capacity development programmes in governmental or international organisations.
Exposure working in disaster management and emergency response operations organisations in government or international organisations.
Experience in managing a broad range of activities dealing with various international organisations and related institutions.
Experience in providing training in disaster management.
Knowledge of ASEAN and its regional frameworks in disaster management such as the ASEAN Agreement on Disaster Management and Emergency Response (AADMER) will be an advantage.
Strong command of the English language both spoken and written.
