To provide leadership and coordination in the development and delivery of quality services to meet the needs of Region 16 Education Service Center (ESC) clients.
Qualifications:
Education/Certification

- Texas Teaching certification required
- Texas Mid-Management/Principal certification required
- Texas Superintendent certification required

- Successful Superintendent experience required
- Experience as a teacher principal and superintendent required
- Strong knowledge of school finance required

Working Conditions:

Major Responsibilities and Duties:
- Aligns programs and services with the ESC vision mission goals and objectives and continually monitors the progress in each area
- Collaborates with the Executive team and ESC administrators in achieving the ESC mission
- Works in a coordinated effort with other divisions and components of the ESC to promote overall quality services to clients
- Leads the overall strategy for Field Services and Superintendent / Board engagement and relations
- Provide up-to-date information to district/campus personnel regarding developments initiatives and priorities at the state level. This communication comes in the form of multiple avenues including weekly superintendent hot-topic Zoom meetings
- Facilitates and coordinates programs/workshops for central office administrators and campus administrators to develop leadership skills including Superintendent Retreats TPESS School Board Training Alternative Certification administrator appraisal PSLA SLS PAASB and TASAs Superintendent Mentor Program.
- Utilizes strong management skills coupled with appropriate site-based management skills to coordinate and lead staff involved in Field and Direct Services
- Develop and support the implementation of a Board/Superintendent Team that is both responsive to district needs and proactive in building the capacity of superintendents and school board members in the Effective District Framework (EDF) levers including focus areas in strategic finance roles and responsibilities educator preparation academic success and change leadership.
- Assists and supports district and campus leadership in identifying needs and responding with appropriate ESC services. Serves as a liaison to obtain information from the state level to clarify and/or address questions arising at the district/campus level.
- Provides leadership and oversight in the following Region ESC components: Federal Programs School Transportation School Board Training Management Leadership Training IMS Field Services and Direct Services
- Utilizes supervisory skills and monitors staff performance in order to maintain high-quality services
- Responsible for the identification selection and assignment of personnel employed within the Field Services and Direct Service areas
- Utilizes existing staff effectively matching strengths with needs
- Coordinates and facilitates the professional development of Field Services/Direct Services staff
- Supports the coordination and facilitation of Executive Leadership Team meetings
- Annually develops adjusts maintains and utilizes a comprehensive client needs assessment for School Services
- Monitors and supervises expenditures of all Field and Direct Services budgets and recommends amendments as needed
- Develops a management plan for program monitoring according to the prescribed format for each project program or component area assigned to the division
- Develops implements and monitors the overall sales strategy for the organization. This involves creating a comprehensive plan to achieve sales objectives establishing key performance indicators (KPIs) and analyzing market trends to identify new opportunities for client acquisition and growth.
- Maintains and strengthens existing customer relationships through regular engagement and proactive communication. This includes ensuring high levels of client satisfaction identifying opportunities for upselling or cross-selling and acting as a primary point of contact for key accounts to foster long-term partnerships.
- Drives sales of products and services with a focus on achieving and exceeding established revenue targets and sales quotas. This includes actively identifying new business opportunities prospecting and managing the full sales cycle from lead generation to closing.
- Analyzes sales data and market feedback to evaluate the effectiveness of current methods and strategies. This includes identifying what is and is not working providing actionable insights to leadership and iterating on strategies to optimize outreach and client acquisition efforts.
- Serves as the liaison between staff and executive team LEAs TEA and other agencies
- Administers ESC policy and administrative procedures as prescribed
- Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the Executive Director or Deputy Executive Director. A functioning cell phone means that it is charged activated messages checked and the mailbox emptied regularly
- Reports for work ready to perform responsibilities
- Performs duties that directly and/or indirectly impact student performance in Region 16
- Maintains a professional level of confidentiality regarding all ESC matters
- Supports the mission goals and objectives of the ESC strategic plan
- Upholds and adheres to safety rules and policies of the ESC safety program
- Performs professional responsibilities as required by ESC policies processes and procedures
- Manages time calendar and job responsibilities to meet deadlines
- Meets proficiency levels of required technology skills as outlined by supervisor
- Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor
