JOB SUMMARY:
Assist in analysis and collection of required data. Write reports and documentation with professional opinions to be reviewed by Principal/Senior staff. Support field testing when needed. Provide Quality Control/Quality Assurance reviews on behalf of our clients including the Georgia Department of Transportation (GDOT) and the Federal Highway Administration. Act as a representative of the firm and as an extension of the GDOTs Office of Environmental Services in a Support Services role as needed.
There are three levels of this job: Project Environmental Planner I Project Environmental Planner II and Project Environmental Planner III. This description covers all; the differentiation will be based on tenure and qualifications.
ESSENTIAL DUTIES and RESPONSIBILITIES:
Project Planners may lead intermediate to high-level projects and interact with clients project managers and subject matter experts at Edwards-Pitman with our client agencies (ex. Georgia DOT FAA USACE National Park Service etc.) and with regulatory agencies under the direction of the Supervisor Senior Planner Principal Planner or Group Manager.
Ensure effective project management and consistency with client standards and procedures (ex. Georgia DOT PDP Guidebooks and Toolkits).
Research and analyze environmental data related to the cultural social natural and physical environments to support NEPA and planning documentation.
Perform quality reviews of peer-completed NEPA documents correspondence and public involvement materials.
Prepare or assist in the preparation of NEPA and planning documents including Purpose and Need Statements Categorical Exclusions Environmental Assessments and Environmental Impact Statements.
Ensure that NEPA documentation aligns with applicable federal state and local laws regulations and policies under the guidance of Senior NEPA staff.
Coordinate and consult with sub-consultants regulatory agencies government entities primary clients and the public throughout the environmental documentation and permitting process.
Assist in the preparation of public involvement materials and documentation of public involvement activities related to transportation and infrastructure projects.
Manage projects under the supervision of Senior Staff including tracking budgets schedules and other project management tasks.
Collaborate with clients to develop effective strategies for navigating environmental documentation and permitting requirements.
A successful candidate will produce high quality work that helps the company maintain its trusted client relationships.
At the Project Planner III level supervise and provide guidance to junior staff.

REQUIRED SKILLS/COMPETENCIES
Problem solving and critical thinking skills.
Excellent writing communication and analytical skills with strong attention to detail. Communication will
require email phone and in-person discussions with other subject matter experts on the team clients and
with the public.
Able to easily switch between tasks (hourly to weekly depending on department needs).
Able to work in a collaborative team-based environment within the NEPA Group and within a broader team
of subject matter experts.
Excellent time management and organizational skills to keep track of projects and tasks.
At the Project Planner III level ability to provide guidance and growth for junior staff.
MINIMUM QUALIFICATIONS
Education Bachelors degree in Planning Environmental Studies or related field. Post-secondary education a plus but not required.
Experience and/or Training Five to ten years of experience with NEPA compliance. Experience with Georgia DOT FHWA and FAA is a plus.
Licenses/Certificates Drivers license required; AICP or CEP-IT/CEP certifications a bonus but not required.
Technology/Equipment Microsoft Office Suite Adobe required; GIS Bluebeam and/or Microstation is preferred

WORKING ENVIRONMENT:
Work/Environment
Usually will be an office environment using computer telephone other office equipment as needed to perform duties; frequent interruptions throughout day likely. Sometimes there will be a jobsite environment which can be outside in all weather conditions and/or tightly enclosed areas and can have uneven walking surfaces and obstacles.
Travel Requirements
Position requires offsite travel (locally and throughout United States) typically 5-10% annually.
