As a Tester in Charge you will technically support the Project Commissioning Manager for defining and controlling the testing activities on allocated Alstom Projects; ensuring that suitable and sufficient evidence is gathered to confirm that the signalling meets the requirements appropriate to the application and is fit for entry into service. This also includes identifying the testing requirements and developing test plans which are sufficiently robust to ensure that the system meets the requirements of the project.

This role complements an already established team of Testers and Project Commissioning Mangers across the Alstom community and will be a pivotal role in the technical management development and growth of Alstoms in-house testing capability.

Objective

The Tester in Charge will be the technical lead supporting the Project Commissioning Manger in managing the pretesting delivery and commissioning of the testing phase of the project lineside data and systems interface ensuring all aspects are tested safely to program and forecast cost. The role of a Tester in Charge is safety critical position and vital to the validation of the signalling Control System and how it works in accordance with legal Customer and AREMA standards.

The Tester in Charge will work directly with the Project Commissioning Manger and will be the technical support the Project Commissioning Manger in project testing management structure the identification selection and subsequent management of the testing staff on allocated projects as well as interacting with internal and external stakeholders. The Tester in Charge must technically manage the testing staff allocated for the successful safe and timely delivery of works development and identification of technical training requirements and ensure mentorship requirements are met and documented.

Responsibilities

• Ensure the signalling project is technically managed and delivered on time to budget as well as to Customer and AREMA standards
• Produce testing documentation to Customer and Project requirements and standards
• Produce site project documentation in a timely manner to deliver programmed works
• Responsible for the technical reviews of test specifications and test plans
• Responsible for the technical reviews of complete testing of the complex / major works signalling scheme.
• Support commissioning and site activities as required.
• Provide technical guidance and motivate allocated testing staff effectively.
• Develop allocated staff in accordance with project general mentorship and competency process including undertaking competence reviews and assessments.
• Liaison with project team Subject Matter Experts and project functions for technical issue resolution and support.
• Identify potential process improvements and make recommendations for implementation
• Compliance with Alstom testing procedures
• Effectively attend and onward brief team briefing in technical documents company safety briefings and alerts
• Carry out risk assessments for planned works
• Control hours worked
• Carry out audits of testing staff working to standards and safety requirements
• Maintain Company Competency Logbook
• Produce Returns on experience (REX) to share with the wider community

Requirements

Qualifications

• BAs Degree in engineering (preferably electronics or embedded systems) or equivalent combination of experience and education
• Vast experience in railway industry with proven knowledge in interlocking and control systems.
• Full driving licence

Experience

• Knowledge of contract conditions and commercial awareness
• Understanding of planning process
• Knowledge of risk assessment process
• Minimum 7 years experience in Testing and Commissioning in a Railway Environment
• In-depth knowledge of CENELEC or AREMA standards
• Knowledge of Environment Health & Safety requirements
• Appreciation of design & installation
• Proven track record of delivering major or complex projects
• Proven knowledge of European Control System Level 2

• Proven Knowledge of other Alstom Products
• P. Eng or ability to obtain P. Eng in Ontario
• Canadian Railway Operation Rules certificated or ability to obtain CROR accreditation
