Job Duties
The Tax Adjudication and Resolution Division within the Office of Legal Affairs of the Virginia Department of Taxation is seeking an Income/Local Tax Manager.
As the Income/Local Tax Manager you will plan design control and manage necessary aspects of the area to fulfill the unit purpose and provide support to the Assistant Commissioner of Legal Affairs and the Director of Tax Adjudication and Resolution Division in achieving Agency goals as well as foster a work environment in support of the agencys strategic plan by ensuring that unit activities are aligned with the agency strategic plan.
The Manager of Income/Local Taxes within the Office of Tax Adjudication and Resolution is responsible for overseeing the resolution of income and local tax appeals. This role ensures that appeals are conducted in accordance with Virginia tax law administrative procedures and principles of fairness and due process. The manager leads a team of tax law analysts provides subject matter expertise on income and local tax issues and supports the Director of Tax Adjudication.
As the Income/Local Tax Manager you will...
Manage the adjudication of appeals related to income and local tax assessments refunds and penalties
Supervise a team of tax professionals responsible for reviewing case files conducting legal research and drafting determinations
Ensure timely and accurate resolution of appeals in compliance with Virginia Code 58.1-1821 and related statutes
Review and approve draft rulings correspondence and legal memoranda prepared by staff
Serve as a liaison between the Office of Tax Adjudication and other divisions including Audit Customer Services and Legal Affairs
Provide technical guidance and training to staff on income and local tax law adjudication procedures and administrative rules
Monitor trends in appeals and recommend procedural or policy changes to improve efficiency and consistency
Represent the Office in internal meetings legislative reviews and interagency collaborations as needed
This position is eligible for a hybrid telework schedule with 2 days remote and 3 days in office per week.
This position is located in our Main Street Center office in Richmond Virginia.

Minimum Qualifications
Supervisory experience and the ability to manage processes and the performance of team members
Ability to handle multiple projects and timelines
Knowledge and strong understanding of federal state and local income tax law
Excellent written and oral communication skills
Working knowledge of the administrative appeals process
Legal experience to include advising senior/executive leadership on legal matters
Proficiency in case management systems and Microsoft Office Suite
Additional Considerations
Advanced knowledge skill and ability in taxation public or business administration accounting law or other related field
Experience reviewing local state or federal tax law issues in a legal or administrative appeals environment
Experience collaborating with outside counsel on litigation matters
