Position Overview

This position is accountable for assisting the departments business units with the implementation of technologysolutions in a cost-effective way by analyzing business processes determining the requirements of a projectand communicating them clearly to all stakeholders and process owners. The incumbent works closely with allkey staff across the department to meet information technology needs.

Essential Functions

Develops detailed written specifications and requirements for IT needs including stakeholder issues business process specifications existing business processes and functional specifications.
Maintains effective communication with client users and stakeholders by facilitating discovery and planning meetings developing presentations and documenting business cases and material for change management.
Develops relationships with clients and stakeholders to foster positive customer satisfaction and an understanding of business process issues and to manage client expectations effectively.
Leads or participates in quality assurance and ensures implementation issues are identified tracked and resolved in a timely manner.
Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
Performs other duties as assigned.

Minimum Qualifications

Completion of a bachelors degree majoring in communication business or management information systems; OR Completion of two years of college plus two years of experience in business analysis defining requirements or technical writing for IT development projects or a combination thereof OR Six years of experience in business analysis defining requirements or technical writing for IT development projects or a combination thereof.

Preferred Qualifications

Active certification(s) such as a Business Analysis Professional (CBAP) ScrumMaster (CSM) Lean Six Sigma or other relevant certifications.
Experience and general understanding of web development technology data modeling and business process re-engineering.
Experience and working knowledge of Microsoft Office SharePoint Microsoft development web applications Team Foundation Server and Visio.
Excellent time management communication and interpersonal skills.

Conditions of Employment

Valid drivers license.
Occasional statewide travel with overnight stays.
Successful completion of background screening.

This position will change from the Technical Manager III classification to Transportation Information Systems Analyst I option A in the near future as part of the completion of this ongoing administrative alignment project.
