OVERVIEW:

Serve as a senior financial advisor to the Defense Threat Reduction Agency (DTRA) Comptrollers Office in accomplishing it responsibilities for the overall preparation execution and management of the Agencys resource portfolio in Finance and Operations.

GENERAL DUTIES:

Senior Financial Management advisor able to integrate financial management data across Comptroller Department to form clear concise complete and technically accurate responses.

Assist the Comptroller Department in planning scheduling and executing internal training and all hands discussions on timely and relevant financial management topics of interest to the Comptroller Department workforce.

Assist in the full range of PPBE processes including budget formulation and justification execution and analysis and spend plan management.

Assist in planning execution and auditability of Agency budgetary resources including assistance in establishing budget controls and budget loads into the Agencys financial system and automated spend plan management tool (i.e. JICAP).

Administer and execute monthly quarterly and annual commitment and obligation plans. Ensure that resources execute in accordance with Federal and Departmental guidelines policies and procedures. Recommend internal and external reprogramming of funds to assure efficient utilization of resources and accomplishment of priority mission needs to the maximum extent.

Assist in developing reports and conducting budget execution reviews to monitor execution performance.

Work with the Agency team in developing mission and operational resource requirements.

Conduct reviews and analyses to ensure that planner activities/milestones are realistic properly costed and consistent with program objectives and the Agencys strategic intent.

Assist in establishing projections for and monitor execution of funds received from all sources. Provide financial analysis and execution reports as required to meet customer and management needs.

Provide Help Desk support at a Tier II level for issues related to the Spend Plan Tool.

Provide input to the formulation and justification of assigned programs for the POM BES and Presidents Budget exhibits.

Document development efforts and produce standard operating procedures guides job aids and other information to support the Agencys automated spend plan management system and other

financial tools to include but not limited to: DAI Joint Integrated CBRNE Analytic Platform (JICAP) and Dormant Account Review Quarterly (DAR-Q).

Support Comptrollers Initiatives for business systems/tools and develop effective means to capture and prioritize requirements develop costs and document efforts.

Assist with Financial Defense Travel Administrator (FDTA) functions in support of the Defense Travel System (DTS).

REQUIRED QUALIFICATIONS:

Financial Reporting: Proficiency in preparing and analyzing financial reports such as income statements and balance sheets to ensure accuracy and compliance with regulations.

Budgeting and Financial Management: Skills in developing and implementing budgets managing cash flow and ensuring financial stability.

DoD PPBEA Processes

Regulatory Compliance: Knowledge of laws and regulations that govern financial reporting and accounting practices.

Internal Controls: Ability to establish and maintain internal controls to ensure the security and proper use of funds.

Financial Modeling: Skills in creating financial models to forecast future financial performance and make informed decisions.

Strategic Financial Planning: Understanding of how financial decisions impact the overall strategy and operations of the organization.

Proficient in the use of G-Invoicing SharePoint and Advana.

Demonstrated high proficiency in strategic thinking and planning organization cross-functional team leadership and executive briefing

The ability to maintain strict confidence and to communicate (written and verbal) in a clear and concise manner.

The ability to use Microsoft Office 365 tools.

Visio experience to prepare all documents listings tables briefings and worksheets.

The ability to identify gaps processes and procedures and develop/implement solutions.

Bachelors Degree in Accounting or Related Field (Required)

Minimum 6 years experience in Finance and Accounting

DESIRED QUALIFICATIONS:

Masters Degree in Accounting or Related Field (Preferred)

Certified Defense Financial Manager (CDFM) or Certified Government Financial Manager (CGFM)/DoD Financial Manager (FM) Cert (Preferred)

CPA preferred Certified Public Accountant (Preferred)

CLEARANCE:

Top Secret minimum
