Position Overview
The FFSDCS Project Manager (Key Personnel) is accountable for overall delivery continuity of operations and stakeholder alignment for a mission-critical CMS data collection platform supporting Average Sales Price (ASP) Clinical Laboratory Fee Schedule (CLFS) and the new Ambulance data collection module. The Project Manager ensures the program runs smoothly through ongoing collection/reporting cycles (including quarterly windows and higher-volume periods) while coordinating governance schedule risk quality and compliance activities across technical and functional teams.
Remote / Telework with occasional onsite at CMS (as required for trainings and any in-person sessions).
Key Responsibilities
Own day-to-day execution across operations & maintenance (O&M) and enhancement workstreams; drive delivery to scope schedule and measurable quality outcomes.
Build and maintain an integrated project schedule/work plan aligned to CMS XLC/SDLC phases; account for release trains operational support needs dependencies and immovable reporting windows.
Plan and manage transition-in activities (shadowing training kickoff weekly updates schedule of events) to ensure FFSDCS remains fully functional with minimal to no downtime.
Lead stakeholder engagement and communications with CMS business owners and technical stakeholders; facilitate working sessions decision forums and status reporting.
Govern backlog change control and prioritization; coordinate impact assessments (schedule cost security downstream impacts) and maintain decision/approval traceability.
Coordinate security privacy and accessibility work so compliance activities are scheduled assigned tracked reviewed and closed (e.g. FISMA/ARS annual security activities Section 508/PAT).
Ensure lifecycle and operational documentation is produced and maintained (e.g. SDMP SRD/RTM SDD O&M manuals test plans/cases release notes meeting minutes).
Manage multi-disciplinary teams remove blockers manage workload and performance and ensure coverage during critical reporting periods.
Coordinate with CMS shared services and governance bodies (e.g. TRB readiness CMS portal/EIDM dependencies) and support audits/IV&V engagements as required.
Requirements
Required Qualifications
Minimum 8 years of project/program management experience delivering enterprise IT systems including operations and enhancement releases.
Minimum 3 years of healthcare IT experience (Medicare/Medicaid claims/pricing provider data or comparable regulated healthcare environments).
Demonstrated experience managing delivery using SDLC governance (XLC/SDLC or equivalent) including requirements design testing implementation and release management.
Experience building and managing integrated schedules and critical paths (Microsoft Project required); strong risk issue and dependency management discipline.
Experience coordinating security and compliance deliverables (FISMA or comparable federal security frameworks; familiarity with Privacy Act/HIPAA considerations).
Proven ability to lead diverse cross-functional teams (technical functional security QA) and engage senior stakeholders in a governance-heavy environment.
Strong written and verbal communication skills including producing project reports meeting minutes presentations and governance-ready documentation.
Preferred Qualifications
Prior CMS experience including familiarity with CMS IT infrastructure frameworks shared services and technical review expectations.
Experience supporting ATO activities security controls assessments ST&E audits and evidence tracking (e.g. CFACTS or similar).
Experience operating in an environment with time-bound data collection windows and external submitter communities (e.g. labs manufacturers providers).
Education
Bachelors degree in Computer Science Information Systems Healthcare or a related field (or equivalent experience).
Certifications
PMP (required).
Agile certification (CSM PMI-ACP SAFe or equivalent) strongly preferred.

The Fee for Service Data Collection System (FFSDCS) is a CMS Major Application that supports data collection certification validation calculation and reporting for Medicare Fee-for-Service payment programs including Average Sales Price (ASP) and Clinical Laboratory Fee Schedule (CLFS) and adds a new module to collect data for the Medicare Ambulance Fee Schedule as required by the Bipartisan Budget Act of 2018.
