The Department of Economic Security Division of Technology Services (DTS) is seeking an experienced and highly motivated individual to join our team as Accountant 2 (Accountant). The Accountant performs accounting work in the review analysis and approval of fiscal transactions related to information technology including billing invoices payments and other processes. The position is responsible for managing IT software invoices to ensure accuracy compliance with fiscal policies and proper cost allocation. Duties include analyzing financial information to prepare reports reflecting assets liabilities profit and loss tax obligations and other financial activities; preparing and maintaining accounting records financial statements and other fiscal reports; and utilizing automated accounting systems to monitor reconcile and maintain the integrity of accounting data.
This position may offer the ability to work remotely within Arizona based upon the departments needs and continual meetings of expected performance measures.

| Job Duties: |
Essential Responsibilities include but are not limited to:
Analyzes and approves IT fiscal transactions such as billings and invoices payments or other financial processes and requirements. Management of Cloud Telecom software invoices ensuring accuracy and proper allocation. Processes P-card transactions APP receipts TEM invoices contract service claims payment vouchers credit memos and other accounting transactions.
Prepares examines and analyzes accounting records financial statements and other financial reports for accuracy completeness and conformance to reporting and procedural standards. Reviews all DTS spending breaking down costs by stock-keeping units (SKU) and item numbers to track pricing and historic trends for IT expenses in a constantly changing and diverse IT environment.
Develop maintain and analyze budgets preparing periodic reports that compare budgeted costs to actual costs. Conducts maintenance and tracks actual IT spending for DTSs budget. Analyzes changes in forecast with various expense codes funds sub-funds grants and other types of funding and expenses. Reports variances to upper management or department head by present issues in monthly presentation on changes in forecast actuals invoice issues and other financial metrics critical to DES IT operations.
Surveys operations to ascertain accounting needs and to recommend develop or maintain solutions to business and financial problems. Reviews prior to renewals on actual needs within the fiscal year recommending new quantities to meet agency needs. Reviews inventory reports (i.e. mark-to-market fixed asset supply etc.) and request corrections or substantiation of information presented. Tracks DTS Fleet and large IT assets with depreciation end of life and projections for renewals.
Advises management about issues such as resource utilization and the assumptions underlying budget forecasts. Conducts audits and advises various management of issues identified. Facilitate audits being conducted by the State or 3rd parties.
Develop implement modify and document record keeping and accounting systems making use of current computer technology. Builds reports documents spending and makes changes necessary for payments.

Knowledge of:
Economic and accounting principles and practices; the analysis and reporting of financial data.
Generally Accepted Accounting Principles (GAAP); comprehensive knowledge of the principles concepts practices methods and techniques of government accounting.
Internal control structures and fiscal management.
Comprehensive knowledge of reference materials such as federal regulations Arizona Revised Statutes applicable agency manuals and policies and procedures.
Working knowledge of financial research methodologies.

Preparing clear accurate and complete financial statements reports and records.
Using automated financial systems and office software to perform accounting functions.

This position may require driving or the use of a vehicle as an essential function of the job to conduct State business then the following requirements apply: Drivers License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

Bachelors degree in accounting or a closely related field. One years experience as an Accountant 1 or equivalent.
