Informationand Technology Solutions (ITS) enables the WBG to achieve its mission of endingextreme poverty by 2030 and boosting shared prosperity in a sustainable mannerby delivering transformative information and technologies to its staff workingin over 130 client countries. ITSFDLow Code Technical Project Managers Position

TheITS Fiduciary Operations Unit (ITSFD) supports digital solutions forProcurement Financial Management and Environmental and Social Safeguardsacross Bank Operations. It provides integrated efficient tools that enableborrowers and staff to ensure compliance with fiduciary requirements financialaudits and environmental and social safeguards.

TheInformation and Technology Solutions Fiduciary Operations unit (ITSFD) isseeking an experienced Technical Lead & Project Manager to leadenterprise-scale low-code platform deployments and manage LCAP applicationdelivery across the World Banks fiduciary domains. This role combines programleadership technical governance and agile execution to ensure successfuladoption of low-code platforms (e.g. OutSystems Appian Salesforce) anddelivery of mission-critical applications at scale.

Theideal candidate will have a strong background in enterprise low-codeecosystems integration strategies and agile product delivery with provenexperience managing complex multi-stakeholder projects in globalorganizations.

Responsibilities

Provide technical leadership and direction across all phases of the solution lifecycle ensuring alignment with enterprise architecture security and compliance standards.

Lead end-to-end planning execution and governance of enterprise low-code platform deployments and LCAP application projects.

In-depth knowledge of the low-code / no-code application platform LCAP (i.e. OutSystems Appian Slaesforce) including its visual development environment architecture canvas modular design principles and best practices for building scalable and maintainable applications.

Leading and mentoring a team of developers providing technical guidance conducting code reviews and fostering a culture of continuous improvement.

Designing robust and scalable technical architectures for LCAP solutions translating business requirements into technical specifications and ensuring adherence to architectural best practices.

Define project scope objectives timelines and deliverables aligned with business priorities and enterprise architecture standards.

Manage stakeholder engagement across business IT and vendor teams; ensure alignment with fiduciary and operational requirements.

Oversee risk management compliance and quality assurance throughout the project lifecycle.

Diagnosing and resolving production issues optimizing application performance and implementing effective debugging strategies.

Communicate technical decisions and trade-offs clearly to stakeholders and leadership ensuring alignment with business objectives.

Promote best practices in low-code development DevSecOps and integration patterns.

Strategic thinking and ability to balance technical feasibility with business value.

Foster a culture of technical excellence and continuous improvement across teams.

Quickly learn new technical and domain knowledge to adjust product strategies and effectively address changing stakeholder needs.

Ability to embed Generative AI (GenAI) capabilities into LCAP applications including RESTbased integration with enterprise AI services (e.g. Azure OpenAI Google Gemini) with proper grounding safety filters and fallback mechanisms.

Build document centric AI features (extraction classification summarization compliance checks) orchestrated from LCAP solutions incorporating humanintheloop review and audit support.

Design Retrieval Augmented Generation (RAG) architectures combining LCAP applications with enterprise search or vector stores for accurate traceable responses.

Implemented AI evaluation and quality controls including test sets guardrails toxicity/bias checks and production telemetry for latency error rates and cost governance.

Apply Responsible AI practices aligned with enterprise frameworks covering privacy data loss prevention (DLP) data residency model risk documentation and human oversight.

Leverage LCAP platform AI capabilities (e.g. builtin AI assistants connectors and reusable components) to improve developer productivity and standardize AI building blocks.

Create reusable components templates and accelerators to streamline development.

Drive integration with enterprise systems (e.g. SAP ServiceNow Azure AD data platforms) ensuring compliance with security and data residency policies.

ProductDevelopment & Agile Execution

Coordinate with architects and developers to ensure secure scalable and maintainable solutions.

Implement governance frameworks for platform usage ALM and development guardrails.

Work closely with business analysts product owners and solution architects to translate business requirements into technical solutions.

Actively participate in SAFe ceremonies (PI Planning sprint planning system demos retrospectives) to ensure technical alignment and delivery transparency.

Track KPIs and business outcomes to measure value realization and inform roadmap evolution

Track progress manage risks and ensure on-time on-budget delivery.

Facilitate discussions to align technical decisions with business objectives.

TheLow Code Technical Project Managers key deliverables include:

Provide technical direction and oversight across all phases of the project lifecycle.

A comprehensive design document outlining system components integration points data flows and alignment with enterprise standards.

A phased execution plan detailing development milestone resource allocation timelines and risk mitigation strategies.

Delivery of a clean maintainable and well-documented codebase that adheres to organizational coding standards and includes automated testing coverage.

Regular reporting on development progress code quality metrics issue tracking and resolution status to stakeholders and Product manager.

Monitor project progress identify risks and implement mitigation strategies.

Deployment plans and governance frameworks for low-code platforms.

Integration strategies and reference architecture.

Training materials and adoption toolkits.

Progress reports KPIs and risk assessments.

Documentation for LCAP solutions and platform standards.

Active participation in SAFe ceremonies.

Ensure adherence to budget scope and quality standards.

Facilitate sprint planning stand-ups and retrospectives in agile environments.

Report project status and outcomes to leadership and stakeholders.

Selection Criteria

A masters degree in computer science engineering or a related technical field with at least 5 years of relevant experience or a bachelors degree with a minimum of 7 years of project management experience.

4 years of hands-on development using LCAP including building web and mobile applications integrating with external systems via APIs (REST/SOAP) and handling data modeling and SQL.

4 years of experience in IT project management in low-code platform delivery

Proven track record managing enterprise-scale deployments and application delivery using low-code platforms (OutSystems Appian Salesforce).

Strong understanding of integration architectures (APIs event-driven patterns) identity management and data governance.

Experience with ALM/DevOps for low-code and pro-code environments (Azure DevOps GitHub IaC).

Advanced expertise in at least one enterprise LCAP (architecture configuration extensibility via services/components); relevant certification(s) preferred.

Excellent communication stakeholder management and leadership skills in a global matrixed environment.

Demonstrated experience embedding GenAI/ML into apps and ability to integrate with Azure OpenAI and Google Gemini at minimum including safe prompting grounding and fallbacks.

Proven track record implementing secure-by-design solutions aligned with enterprise standards (OWASP NIST Zero Trust) including secrets management and API security.

Knowledge of enterprise integration with platforms commonly used in IFIs or large enterprises (e.g. SAP S/4HANA ServiceNow M365/Azure Snowflake/Databricks).
