SUMMARY
The position will provide leadership and oversight for a wide range of departmental services including financial and administrative functions business and strategic planning budgeting management and reporting procurement grant and contract administration process improvement and development and special projects administration. This role is responsible for developing and managing the departments operating and capital budgets as well as user fees and coordinating all financial operations.
Advises the Planning Director and Deputy Director on financial matters impacting the department and the broader organization.
Serves as the departments primary budget officer responsible for developing managing and monitoring complex budgets across all seven PD&D divisions. Leads the full annual budget development process including coordinating critical meetings presenting financial recommendations preparing budget presentations for the PD&D Director and supporting presentations to the City Manager and City Council.
Reviews budget requests and objectives with division managers; monitors expenditures adjusts spending and ensures budget alignment across divisions.
Oversees departmental financial operations including accounting auditing expenditure tracking budget transfers journal entries sub-project creation accounts payable/receivable revenue control and discrepancy resolution.
Leads development analysis and refinement of regulatory and non-regulatory user fees (e.g. permitting land development rezoning historic district services) to ensure appropriate cost recovery. Collaborates with PD&D leadership Strategy & Budget and other stakeholders to update the fee model and support funding of personnel and operational costs.
Coordinates fiscally responsible implementation of departmental charges and indirect costs in collaboration with Strategy & Budget with a focus on divisions such as CRTPO Land Development and Community Tree Canopy Preservation.
Provides grant management for the Regional Transportation Division (Charlotte Regional Transportation Planning Organization) including budget oversight and compliance.
Manages project budgets for Placemaking Corridors of Opportunity and Community Tree Canopy initiatives.
Leads department procurement activities including solicitations contract agreements and renewals consultant management and acting as the departments liaison for CBI.
Directs and manages the departments Financial & Administrative Services team which supports all seven PD&D divisions. Oversees administrative staff budget and finance team operations and customer service functions across the department.
Develops and implements strategic initiatives to support the departments finance budgeting and business functions including cross-divisional collaboration to ensure seamless service delivery.
Conducts data-driven analysis and forecasting including cash flow forecasting cost reduction strategies resource allocation guidance annual revenue trend analysis and progress tracking toward business plan objectives.
Participates in and provides leadership for the departments Enterprise Resource Planning (ERP) efforts related to budget finance procurement and contracts.
Responsible for managing specialized administrative functions including the departments annual merit matrix development rent model analysis travel and employee reimbursement P-card program administration and serving as Finance Liaison Security Liaison and Equipment Custodian.
Leads and participates in special projects within both the department and the CLT Development Center.
Performs other duties as assigned.

MINIMUM QUALIFICATIONS
Bachelors degree with major coursework in Accounting Finance Public or Business Administration
7 years of related work experience in Financial Accounting and Budget practices procurement and contract management
3 years of supervisory/management experience
Any equivalent combination of training education and experience that provides the required skills knowledge and abilities
PREFERRED QUALIFICATIONS
Masters degree with major coursework in Accounting Finance Public or Business Administration
10 years of related work experience in Financial Accounting and Budget practices procurement and contract management along with experience in business services management and strategic planning
5 years of supervisory/management experience
Experience leading special projects and implementing new policy/procedures
Experience working in a municipal government and/or public administration role in organization
CONDITIONS OF EMPLOYMENT
