The Data Analyst Senior provides business analytic capacity across all CD/ Harm Reduction programs and data systems to provide insight to drive decisions and this role you will support quality management by supporting quality data acquisition and management; analyzing program data; creating and maintaining performance evaluation dashboards; and by providing budget preparation monitoring and forecasting. Additionally this position will respond to public health emergencies or other large scale events with public health impacts.

As the Data Analyst Senior you will:

  • Perform analysis of data delivered by business intelligence to generate insights drive decisions and actions measure performance and support continuous quality improvement.

  • Use analytic tools to access and combine data from multiple systems; evaluate information; decompose high-level information into details and abstract up from low-level information into a more general understanding.

  • Present complex financial and technical information to those at different levels of familiarity with the concepts.

  • Design and maintain quality assurance dashboards including analysis and performance measurement across multiple program operations.

  • Collect analyze and prepare data for inclusion in annual reports and grant applications.

  • Create routine Epic EHR and Practice Management reports for use by staff using various reporting tools.

  • Coordinate and implement data collection as required for grant and other reporting requirements and contract monitoring.

  • Investigate and resolve data reporting and system inconsistencies.

  • Work in collaboration with CDS staff and external partners on data analysis reporting issues and needs; design reports or other methods to meet needs.

  • Serve as product owner for the selection development implementation and maintenance of data solutions.

  • Work with IT and Program staff to conduct business process analysis document work-flows and determine system requirements; conduct user acceptance testing.

  • Provide technical assistance and training to data system users; develop training materials as needed.

  • Investigate user interface issues and work with IT and users to resolve issues.

Minimum Qualifications/Transferable Skills*:

  • Education/ training equivalent to a bachelors degree with major course work in statistics computer science business or a related field demonstrating the capacity for the required knowledge and skills.

  • Three (3) to six (6) years of increasingly responsible work experience in statistics operational analysis or related field that included performing analysis statistical evaluation database design maintenance administration and statistical reporting.

  • Must pass a reference check.

  • Experience or ability to synthesize data in order to independently solve problems or formulate recommendations.

  • Excellent written and verbal communication skills.

  • Demonstrated experience using reporting tools e.g. SAS SSRS Tableau Crystal Reports to run calculations analyze data and make projections.

  • Ability to professionally and effectively communicate orally and in writing with a variety of people answering questions and explaining technical information.

  • Deep understanding of and experience addressing the systemic barriers that perpetuate disparities for community members who experience marginalization.

Pay Equity: Please be advised that the pay range listed for this position is intended to provide general guidance on the earning potential for the role. Type of Position: This hourly position is eligible for overtime.

Schedule: Monday to Friday 8:00 am - 4:30 pm

Routine Telework: This position is designated as routine telework meaning you will be working remotely (from home); a hybrid schedule also is available. As with all routine telework positions employees may be required to come into the office on occasion. The designation of Routine Telework may be subject to change at a future time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. Serving the Public Even During Disasters:

Everyday Multnomah County staff work together to serve as a safety net for our communities. During a disaster this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather natural disaster or other types of community emergency response. During these emergency responses while typically there begins with a call for volunteers county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.
