Transport Scotland is looking for an experienced individual to lead the Sustainable and Active Travel policy and performance team within Transport Scotlands Bus and Active Travel directorate.

The unit has responsibility for the policy development and implementation of sustainable and active travel policy for addition to the Active Travel Framework Outcomes and the Strategic Project Recommendations (STPR2) that underpin delivery of the National Transport Strategy our policy supports delivery of the First Ministers Priorities particularly Eradicating Child Poverty and Tackling the Climate Emergency.

Working closely with other parts of Transport Scotland and the wider Scottish Government policy portfolio you will build and maintain relationships to identify synergies and harness opportunities for collaboration. Key priorities within this role will be to progress our work to provide leadership and a whole-systems approach for delivery and continuous improvement of our behaviour change and modal shift programmes; establish a firm evidence base for on-going growing sustainable and active travel investment; set out our policy direction for Sustainable Travel implementation; ensure appropriate alignment with Transport Scotland and Scottish Government policies including Road Safety Bus Rail Climate Change health and economic development; effective engagement with UK Government to influence policy development on reserved matters.

Responsibilities
  • Lead the team in planning developing and delivering key pieces of complex policy work through the active travel framework which significantly enhance active and sustainable travel behaviour change and participation.
  • Taking a lead role in the establishing of a national evaluation framework to ensure we can demonstrate delivery against our Active Travel outcomes and indicators (and wider strategic priorities) and maximise impact.
  • Lead the development and delivery of our policy for the roll out of integrated sustainable travel networks and initiatives across Scotland securing buy-in from senior leaders Ministers and stakeholders.
  • Develop regulatory policy for newer forms of transport including e-bikes and e-scooters working closely with UK Government on reserved matters and consider any legislative changes for Scotland to ensure safe use.
  • Co-ordinate and provide leadership as we embed and develop the new regional delivery model for active travel behaviour change and participation programmes.
  • Build capacity and capability across active and sustainable travel partners to deliver highly impactful behaviour change programmes bringing in best practice behaviour change experience from other sectors and international experience.
  • Provide leadership and effective line management to the team comprising (3x members of staff each of whom manage their own teams) ensuring staff are supported to meet their objectives and that their well being is supported embedding a culture of learning and development.

Working pattern
Our standard hours are 35 hours per week and we offer a range of flexible working options depending on the needs of the role.
Location
This post is based in Glasgow office location 177 Bothwell Street G2 7ER. You are expected to be office based twice per week pro rata.
