| Job Summary: |
This position is a supervisory position and is responsible for the coordination development and management of a comprehensive monitoring and accountability system for state-authorized adult education providers.
This position is responsible for evaluating monitoring and providing technical assistance to providers for compliance with Title II: Workforce Innovations and Opportunity Act (WIOA) Federal performance measures state laws ARS 15-232 and 15-234 state and federal rules and regulations and the Arizona WIOA Title II Adult Education Grant Contract.
Frequent in-state and out-of-state travel is required for this position.
| Job Duties: |
Develops and implements a comprehensive monitoring and program improvement process and protocols aligned to federal and state laws regulations and requirements and ensures continuous improvement of the statewide system of Adult Education
Manages and coordinates the delivery of technical assistance to local adult education directors and administrators using a comprehensive case management and program monitoring system to support program accountability and continuous improvement processes
Provides oversight on the implementation of the adult education data management system and ensures data integrity and quality following Federal State and data governance policies and practices
Interfaces with the data vendor to ensure contract compliance. Coordinates and oversees data sharing agreements with DES and other partners to collect analyze and report on performance measures
Coordinates training for adult education providers on the data management system and other related data collection; and collaborates with other teams on professional development for program administrators
Effectively supervises and provides coaching to direct reports and follows agency guidelines and policies
Actively manages and oversees the work of the program operations and accountability team including individual assignments projects and tasks
Under the direction of the DAS provides guidance to the team on WIOA changes and implementation process improvement program monitoring technical assistance federal and state regulations and reporting
Oversee the development and use of data dashboards data management protocols and annual program and state report cards
Prepares reports for public information WIOA partners reports and others as directed
In collaboration with the adult education team prepares and submits annual federal reports
Serves on state level committees and task forces as assigned
Assists the DAS with special projects and tasks related to WIOA implementation and the local workforce boards to support the core partners and Title II participants

Knowledge in:
Knowledge and understanding of applicable laws rules and regulations including the Workforce Innovation and Opportunity Act (WIOA) ARSthe Americans with Disabilities Act and section 504 of the Rehabilitation Act of 1973
Adult Education delivery systems and program operations.
Program monitoring and accountability processes
Data management systems and data quality practices
Data security PII and FERPA
Applicants must have valid Arizona Adult Education Certificate or the ability to obtain one within 60 days of hire date.
A bachelors degree in education or related field is required
Applicants must have supervisory experience
Skills in:
Effective written and verbal communication
Proficiency using project management tools for team and individual projects tasks and responsibilities
Proficient in data collection reporting and data quality practices.
Effective written and analysis skills for producing reports job aids/resources and policy development
Highly proficient in research and analysis of materials and resources
Advanced quantitative and qualitative data analysis skills
Strong written and oral communication skills for diverse audiences.
Proficiency with Microsoft Office products including Excel and data analytical tools
Ability to:
Use critical thinking skills to solve problems and think creatively.
Effectively communicates with peers supervisors and local program staff-at all levels.
Self-start and ability to prioritize organize and manage multiple projects and tasks
Plan work time and resources effectively to accomplish goals projects and tasks within established deadlines.

| Selective Preference(s): |
Preference will be given to those applicants with:
A masters degree or higher in Education or related field preferred
Prior experience in teaching and/or administration especially in adult education or higher education
