FLSA STATUS: Exempt

CLASSIFICATION:Personnel System; Requires satisfactory completion of a six month probationary period.

PAY GRADE: 119

SAFETY SENSITIVE: Yes; Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.


Purpose of Job

The purpose of this job is to perform supervisory/electrical/instrumentation work functions associated with the operation and maintenance of water and wastewater treatment systems including remote sites. Additionally special duties including installing and maintaining pneumatic hydraulic and electrical control systems. Duties and responsibilities include but are not limited to designing installing repairing and maintaining electrical systems equipment and components; performing electrical tasks; inspecting equipment for code compliance; performing preventive maintenance; maintaining records; and performing additional tasks as assigned.


Job Related Requirements

Work Schedule:Monday - Friday 7:30 am - 4:00 pm; subject to call back.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Minimum Training & Experience Required to Perform Essential Job Functions

Vocational or Technical Diploma with two years of experience as an electrician industrial electronics high and low voltage electrical systems experience required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this position.

Valid Georgia Drivers License required.

One year supervisory experience required.

Must possess a valid State of Georgia Electrical Class II Unrestricted License.

Essential Duties Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned staff; handles all employee concerns directing work assignments counseling and disciplining employees when necessary and completing employee performance appraisals.

Receives incoming work orders; prioritizes and plans work schedule; delegates to assigned staff; assists with or performs work as appropriate.

Oversees and directs both maintenance and capital improvement work performed by contractors.

Calibrates installs repairs and maintains stationary flow meters sampling devices process control equipment gas monitoring equipment and sampling data logging devices; writing and verifying PLC code performs preventive maintenance as needed.

Installs repairs and maintains controls for automated level variable feed rate and process controls for pumps compressors polymer and chemical feed systems de-watering equipment and other water pollution control equipment performs preventive maintenance.

Designs installs repairs and trouble shoots Water Reclamation and Water Filter electrical/instrumentation systems equipment components and associated problems with SCADA controls PLCs and other process control equipment.

Maintains all electrical systems including high voltage components.

Maintains low voltage control circuitry.

Inspects electrical equipment for code compliance.

Installs repairs and maintains HVAC instrumentation control systems medium voltage equipment telephone system and trouble shoot emergency diesel generators with PLCs.

Performs preventive maintenance on equipment.

Performs electrical tasks (e.g. installing wiring for new construction projects; repairing or installing light fixtures outlets and switches etc.).

Performs welding soldering plumbing and construction-related tasks.

Performs repairs on pneumatic and hydraulic switching mechanisms.

Operates a computer system to track work orders and generate reports catalog inventory parts and track preventive maintenance schedules.

Interprets blueprints and schematics. Understand modify PLC logic and ladder diagrams for SCADA systems.

Maintains records on all equipment and tools.

Prepares and/or receives various forms reports or other documents; processes and forwards as appropriate.

Responds to routine requests for information from officials employees members of the staff the public or other individuals.

Communicates via telephone and/or two-way radio; provides information; takes and relays messages and/or directs calls to appropriate personnel; returns calls as necessary.

Provides assistance to other departments/staff as needed.

Performs other duties as assigned.

Knowledge Skills and Abilities

Knowledge of the principles practices and procedures of the Unified Government of Athens-Clarke County and the operations and functions of the Public Utilities Department.

Knowledge of practices policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws ordinances policies standards and regulations pertaining to the specific duties and responsibilities of the job.

Knowledge of and proficient with computers. Ability to read understand and interpret personnel and financial reports and related materials.

Knowledge of federal state and local electrical codes building codes and safety regulations of departmental policies and procedures and of other procedures and methods as required in the performance of duties.

Knowledge of electricity and electrical theory.

Knowledge of the terminology used in instrumentation and electronics disciplines.

Knowledge of electronics and of testing equipment for hydraulic pneumatic and electrical circuits.

Knowledge of the standard practices methods materials and tools of electrical system installation repair and maintenance.

Knowledge and skill to operate various machinery and equipment including a bucket truck boom truck drill press centrifuges HVAC equipment mechanic tools power tools two-way radio and telephone.

Knowledge and skill to operate office equipment and water pollution control instruments including a utility vehicle computer printer typewriter calculator telephone ammeter ohmmeter meggar dead weight tester oscilloscope bucket truck boom truck tape dialer program loop calibrator stroboscope and photo digital tachometer infrared temperature sensor etc.

Knowledge and skill to operate a computer and various instrumentation software programs relevant to the Supervisory Control and Data Acquisition (SCADA) system.

Skill in organizational management human relations and technical skills.

Skill in operating a computer and various word processing record keeping and/or Computerized Maintenance Management Systems software programs relevant to the position.

Skill in electrical repair work and in welding and soldering.

Skill in the use of a variety of power hand and bench tools and voltage/amperage meters.

Skill in reading and interpreting blueprints and electrical schematics in maintaining records and in oral/written communication.

Ability to develop and administer operations and staff plans and objectives for the expedience and effectiveness of specific duties of the position.

Ability to keep abreast of any changes in policy methods operations budgetary and equipment needs etc. as they pertain to departmental operations and activities.

Ability to develop and administer policies procedures plans and activities and to monitor performance of subordinates against measured established goals.

Ability to develop and implement long-term goals for the department in order to promote safety effectiveness and efficiency.

Ability to effectively communicate and interact with subordinates management employees members of the general public and all other groups involved in the activities of the Athens-Clarke County Government as they relate to the Public Utilities Department.

Ability to assemble information and make written reports and documents in a concise clear and effective manner.

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations determining and deciding upon procedures to be implemented setting priorities maintaining standards and resolving problems.

Ability to comprehend interpret and apply regulations procedures and related information.

Ability to handle required mathematical calculations.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of machinery and equipment including a bucket truck boom truck drill press boilers centrifuges HVAC equipment mechanic tools power tools two-way radio and telephone.
