Summary of This Role:
Reporting to the DCEO(CD) the General Manager District Facility Services (GMDFS) is responsible for establishing and maintaining relationships between WKCD Facilities and all customer/stakeholders operating across the organisation ensuring innovative facilities strategies solutions and services are delivered with flawless execution of budget and scheduled performance while contributing to enhancing the competitiveness and visitor experiences of WKCD district.
The job holder is responsible for the strategic planning oversight and execution of facilities operations at district-wide level which include but not limited to repair and maintenance engineering design updating and improvement property services procurement and project management of improvement and minor works go green sustainability and related contract procurement and management activities. He/she shall lead the DFS team and seamlessly delivery of the district facilities services to meet the needs of stakeholders. He/she will be the primary facilities point of contact for all significant facilities matters affecting WKCD districts occupants and tenants and will serve as the first go-to facilities leader for the senior executives.
Key Accountabilities:
Responsible for all planning activities related to building and developing the organisation of the District Facility Services Department and appropriate governance structure processes and procedures to support the strategic direction of the WKCD;
Establish facilities management strategies standards and policies for cost control quality safety environment and visitor/customer satisfaction consistent with the overall strategic direction of visitor/occupants and tenants/customer experience in WKCD;
Play a critical role in the management of the WKCD visitor/occupants and tenants/customer experience as well as the operations of public and commercial events or temporary happenings held in the District;
Responsible for overall supervision and management of an in-house professional team and external service providers to ensure the quality of customer/visitor experience;
Supervising the management of the performance of all service providers at the site against key performance indicators to be set by the Authority to ensure vigilant supervision of the service providers are exercised;
Responsible for strategic and financial planning of all Repair & Maintenance and improvement works; and
Establish and maintain external contacts with statutory authorities other groups and associations applicable and beneficial to the services provided.
The Ideal Candidate should have:
a recognised university degree or equivalent preferably in Facilities Management Business Management or related disciplines;
preferably a professional member of relevant professional institutions;
minimum 15 years of relevant experience in facilities management preferably in sizeable organisations at district level;
solid hands-on experience in delivery of facilities services for high-end institution facilities with multiple stakeholders and senior managerial experience in strategic planning and execution of facility management plans at corporate level;
ability to quickly assess and provide leadership direction during unplanned incidents effecting business operations to minimise operational impact;
focus on performance and delivering results with superior customer service;
ability to plan coordinate and oversee complex facilities projects and initiatives;
strong interpersonal verbal and written communication skills; and
excellent oral and written communication skills in both English and Chinese (Cantonese and preferably Putonghua) and a strong ability to engage and communicate with multiple stakeholders and different working levels of personnel.
