AIRPORT MAINTENANCE DIVISION
The Maintenance Divisions mission is to ensure safe clean and dependable facilities at John Wayne Airport (JWA). The Division manages projects contracts maintenance and general services focused on ensuring a superior guest experience a safe and secure airport and optimizing the useful life and reliability of JWA systems equipment and facilities in a proactive cost-effective manner.

The Division manages the maintenance and repair of most County-owned and operated facilities systems and assets at JWA including approximately 3.4 million square feet of building space spread over 17 facilities on over 500 acres.
THE OPPORTUNITY
The Airport Maintenance Supervisor is responsible for supervising the work of in-house tradespeople and technicians as well as contractors and professional services providers in the maintenance of airport terminals and administrative buildings airfield/runways parking structures and surrounding landscaped areas at John Wayne Airport. There are currently two distinct assignments available within the Airport Maintenance Supervisor classification and these positions will supervise direct employees and/or contractors in the following trades/systems such as Plumbing Construction HVAC Electrical Heavy Equipment Painting Elevator/Escalator Conveyances Airfield/Runway Markings and Surface Maintenance Passenger Boarding Bridges and Baggage Handling Systems:

Airport Maintenance Supervisor - Trades:
This position supervises assigns and evaluates the work of in-house journey level skilled and semi-skilled personnel performing routine and complex maintenance repair work throughout the airport. Supervisory duties include instructing employees and providing technical advice on work requiring special knowledge of airport facilities or equipment including airfield lighting systems electronic access-controlled doors and gate systems commercial HVAC systems and sewage disposal systems. The Trades Supervisor utilizes a Computerized Maintenance Management System (CMMS) to assign and review work performed by maintenance technicians.

Duties may include but not limited to:
  • Supervising leading and mentoring teams of tradespeople and technicians including plumbers electricians HVAC specialists facility mechanics and equipment operators
  • Ensuring work orders are completed in a safe compliant and efficient manner
  • Managing inventory fleet vehicles equipment and storage areas
  • Ensuring and verifying that CMMS system data is accurate and complete including data entered by technicians and tradespeople
The following shift is available for the Trades Supervisor position: Swing Shift Wednesday - Saturday 12:30p.m. - 11p.m.

Airport Maintenance Supervisor - Contracts:
This position will supervise and oversee work performed by on-site and on-call maintenance service contractors. The Contract Supervisor utilizes a Computerized Maintenance Management System to plan and oversee routine preventive maintenance and corrective repairs for specialty airport facilities and equipment including baggage handling systems terminal passenger boarding bridges airfield/runway marking and surface maintenance elevator and escalator conveyances landscaping and electronic access-controlled door and gate systems.

Duties may include but are not limited to:
  • Coordinating supervising and/or overseeing contracted maintenance service providers performing work at JWA
  • Prioritizing planning and managing service requests and work orders through their entire lifecycle for in-house personnel contractors vendors and service providers
  • Collaboration with and oversight of the Maintenance Divisions onsite service providers contracted to operate and maintain the baggage handling system passenger boarding bridges elevator and escalator conveyances and landscaping
  • Contract invoice reconciliation and processing. Contract expense tracking and accounting
  • Utilizing the CMMS to create process review update and track work orders in addition to attaching documentation such as service reports invoices and calibration sheets
  • Conferring with outside agencies divisions departments and stakeholders to determine project scope and budget resolve complex technical problems and to coordinate work schedules logistics project sequence and timelines
  • Monitoring contract compliance of vendors providing services through standing contracts; provides feedback to Supervisors and Managers on vendor performance and prepares written recommendations for contract and section budget
  • Maintaining a variety of records for projects materials and equipment; prepares narrative and statistical reports on section activities for management Agency/Department clients and for external compliance agencies; prepares reports regarding complex technical logistics and coordination challenges associated with the work of the unit
  • Implementing departmental safety programs related to John Wayne Airport and the County of Orange
The following shift is available for the Contract Supervisor position: Night Shift Sunday -Thursday 9p.m. - 6:30a.m.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will possess at least 4 years of progressively responsible work experience as a skilled tradesperson in complex industrial/commercial facilities. Supervisory experience is preferred but not required

Candidates should demonstrate hands-on experience in one or more of the following systems in a commercial/industrial/institutional setting: Plumbing Construction HVAC Electrical Heavy Equipment Painting Elevator/Escalator Conveyances Airfield/Runway Markings and Surface Maintenance Passenger Boarding Bridges and Baggage Handling Systems.

In addition the ideal candidate will also possess the following core competencies:

Technical Expertise
  • Ability to read and interpret schematics plans and specifications
  • In-depth hands-on knowledge and experience with troubleshooting maintaining and repairing industrial assets and facilities in an efficient and professional manner. Expertise with multiple trades in an industrial environment is preferred. Disciplines and skills include but are not limited to buildings doors electrical HVAC painting plumbing rough carpentry paving landscaping and fencing
  • Proven ability to accurately plan and manage a task or project involving multiple disciplines. This includes scoping estimating time materials and costs procurement quality control closeout and documentation
  • Experience in using Computerized Maintenance Management Systems (CMMS)
  • Experience with and a general understanding of the operation and maintenance of a power generation utility plant and/or micro grid system
  • Experience with and a general understanding of the operation and maintenance of a large conveyor/package handling and sorting system
  • Experience with maintenance related contract management including but not limited to scoping procurement compliance safety and quality control
  • Competent using Excel Word and Outlook or similar software programs
Contact Oversight and Project Coordination Expertise
  • Developing drafting and negotiating new and/or renewing maintenance contracts
  • Resolving contract issues with contractors
  • Understand contract administration and scope of works
  • Communicate in a timely and effective manner both orally and in writing to individuals and/or groups with diverse interests including contractors project stakeholders regulatory agencies and departmental representatives
  • Understand and meet customer needs within policy and build strong customer relationships
  • Ability to manage project scope schedule and budget and provide recommendations as needed
Safety
  • Working level understanding of applicable safety-oriented requirements prescribed by California Occupational Safety and Health (Cal-OSHA) for both projects and staff
  • Experience following and implementing safety programs
  • Experience developing and implementing a strategic organized and effective training program
  • Knowledge of safety and building codes applicable to the construction maintenance and repair of industrial facilities

LICENSE REQUIRED
The successful candidate must possess and maintain a valid California Drivers License Class C or higher by date of appointment.


AIRPORT ACCESS REQUIREMENTS
The successful candidate must clear a background check which includes a Criminal History Records Check (CHRC) Transportation Security Administration (TSA) and Security Threat Assessment (STA). Airport Access Badge must be maintained and renewed every two (2) years.
