DSHS FTAA Management Analyst 5 Strategic Operations & Compliance
Department of Social and Health Services (DSHS) Finance Technology & Analytics Administration (FTAA)
The Department of Social and Health Services (DSHS) is seeking a highly skilled Management Analyst 5 to support the Maintenance Operations Capital Programs and Leased Facilities Divisions. This role provides high-level analytical and project management expertise to advance strategic planning regulatory compliance and operational efficiency across three critical divisions.
As a key contributor you will develop and implement policies procedures and develop analyze and monitor performance metrics for core service areas including work management processes preventative maintenance predictive maintenance and work scheduling. Youll collaborate with Facility Managers Construction Project Managers and other stakeholders to assess IT needs create business justifications and develop training materials and customer-facing guides.
You will lead complex research initiatives analyze compliance with NFPA ADA and WSHA standards and share information to develop budget requests to the Washington State Legislature produce executive-level reports and provide data-driven recommendations. The position leverages a complex CMMS system to draw information related to asset management. A critical part of your role includes maintaining and enhancing the MOD Dashboard facilitating LEAN-based process improvement efforts and ensuring compliance with DSHS regulations through data analysis and audit support.
Key Responsibilities:- Lead strategic planning and performance measurement initiatives across MOD programs.
- Design and refine operational processes for facilities services such as work management trouble calls work scheduling staff deployment and clean building performance standards.
- Develop agency-wide procedures training resources and user guides to standardize operations.
- Evaluate IT needs in coordination with Facility Managers and prepare supporting documentation for systems improvements.
- Conduct complex research and data analysis to support legislative budget requests and funding proposals.
- Produce executive-level reports for internal leadership and external agencies.
- Guide internal process improvement teams using LEAN methodologies and customer feedback tools.
- Manage and enhance the MOD Dashboard to inform decision-making and operational priorities.
- Interpret and apply DSHS policies to ensure ongoing regulatory compliance and audit readiness.

- Design and refine operational processes for transportation laundry steam plant and grounds maintenance.
- Assist Facility Managers with IT assessments business justifications and needs evaluations.
- Create agency-wide procedures training materials and customer guides to support MOD operations.
- Produce high-level reports for executive leadership program managers and external agencies.
- Lead complex research projects to support budget requests and legislative funding proposals.
- Maintain and enhance the MOD Dashboard providing data-driven recommendations to leadership.
- Facilitate internal process improvement teams using LEAN principles and customer feedback tools.
- Interpret DSHS policies and regulations to ensure compliance and readiness for audits.
