About Technology Service Division (TSD):The Technology Services Division (TSD) is responsible for supporting the Department of Enterprise Services which is a central services organization providing support and services for state agencies cities and municipalities higher education vendors and the citizens of the state of Washington. Some of the services include contracting mail fleet surplus printing and imaging workforce support & development enterprise risk management visitor services finance and HR for internal and small agencies facilities and capital campus security systems.
DES Employees use data to guide their work collaboratively solve problems contribute improvement ideas eliminate waste from processes learn and make things better for our customers. The Systems Infrastructure & Support (SIS) unit within TSD is responsible for providing network infrastructure services and support for all agency staff. Support includes current applications the design and implementation of new solutions and transition to cloud addition SIS provides IT and security consultative services and determines networking requirements for IT projects.
About the Opportunity:The IT Infrastructure and Network Operations Sr. Manager provides strategic direction and technical guidance to the Network and Infrastructure team. This includes managing Network staff and providing consultation and technical recommendations to internal and external customers.
This position is a highly technical hands-on leader who is responsible for the support maintenance and security of agency infrastructure. The senior Infrastructure Manager leads infrastructure planning and projects manages vendors and makes recommendations to improve the agencys s infrastructure and environments. This role also partners with the business and other information technology teams to develop the annual infrastructure budget.
The IT Infrastructure and Network Operations Sr. Manager is a high functioning fast paced technical team of network and infrastructure engineers. IT supports DES business lines and statewide enterprise applications with a diverse customer base. Many of the systems this team supports are depended upon by DES vendors other state agencies and municipalities to provide service to their customers including Washington State citizens.
The selected incumbent is expected to support the mission of the organization by developing strategies and advising on emerging technologies that are relevant to the agencys goals. Duties include:
Manages and provides leadership to the Infrastructure and Network Operations team. Identifies opportunities for new innovative technologies and develops strategic transition plans in collaboration with IT teams
Directs work and manages team resources by determining skills within TSD and opportunities and estimating effort and duration to meet stakeholder and agency needs
Provides direction on complex issues and service outages by working with multiple IT teams agency and customer stakeholders executives and vendors
Develops expectations with staff in regular one on one meetings provides feedback clears roadblocks motivates team members to optimize performance levels and career development by setting goals and objectives
Ensures delivery of high quality high availability for all IT systems by evaluating and tracking IT operational metrics and providing guidance for consistent proactive monitoring
Completes all IT managerial responsibilities including performance planning performance evaluations progressive discipline training plan development and talent management
Establishes operational priorities in alignment with the divisions strategic planTasksto support the duty
Plans and develops projects and strategies to align existing systems and processes with the IT strategic plan
Shares advanced technical knowledge architectural expertise with the IT team and other state agency IT professionals by participating in the following committees: Enterprise Active Directory Forest Resource group Cloud enablement advisory committee and M365 User Group
Ensures delivery of innovative solutions to enhance resolve or upgrade agency IT systems.
Develops and implements compliance standards for using new and emerging technology which will track monitor and audit life cycles of software and hardware
Consults with IT and agency programs to determine the most effective use of infrastructure resources
Evaluate the impact of new innovative architecture products and services on IT investments business operations and customer satisfaction
Qualifications / Requirements
Experience should total 15 years.

Eight (8) years experience as an effective manager with excellent team leadership skill with experience in creating strategic roadmaps training and presenting materials to leadership and mentoring teams.
