Job Summary

OEPRs work focuses on promoting and protecting public health through emergency preparedness and response; and recognizes that social inequities negatively impact our efforts to maintain and improve the health of NYC during and after a disaster. With these inequities in mind OEPR is also working to improve its application of a social justice and racial equity lens to its emergency preparedness and response work. OEPRs employees are expected to align their work with OEPRs efforts to combat the harmful effects of systemic injustices on communities and work towards the most equitable post-disaster public health outcomes possible.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
-Manage the Healthcare System Support Branch (HSSB) emergency response group (ERG) through the Incident Command System coordinator model: attend biweekly ICS Coordinator meetings; convene HSSB Leadership meetings as needed; complete OEPR ICS-related projects as assigned; and update ERG materials and staff assignments as needed.
-Coordinate intra-agency projects to address corrective actions assigned to HSSB.
-Perform strategic planning for HSSB advancement and capacity building specifically by coordinating scheduling for on-call rotations ensuring adequate staffing rosters and training for rostered staff and leadership and developing response actions or objectives in emergency response plans (or incident action plans).
-Lead HSSB in implementing a response dashboard to monitor the status of the NYC healthcare system during emergencies and provide data for after-action reporting.
-Staff the Healthcare System Support Branch of the NYC DOHMHs Incident Command System when activated complete emergency response trainings and serve as NYC DOHMH desk officer for coordination with other agencies and healthcare delivery partners.
-Support DOHMHs Healthcare System Readiness unit by coordinating with the Director of Healthcare Coalition Operations focusing on healthcare coalition projects designed to increase healthcare system engagement and improvements in preparedness; provide programmatic oversight of vendors and/or budgets as needed to support Healthcare System Readiness programs.
-Manage emergency preparedness equipment (ICS Boards ICS Vests Med Sleds Fit Testing Kits Emergency Evacuation Tags etc.) maintain routine correspondence with equipment vendor(s) and NYC DOHMH Grants Management pertaining to purchases and required requisition forms coordinate and monitor the delivery and distribution of equipment to NYC Healthcare facilities; maintain package slip information; ensure and document delivery of equipment in coordination with vendors and internal NYC DOHMH staff coordinate equipment trainings if needed.
-Assist with coordination/logistics for meetings presentations and webinars for aII current sectors under the purview of the unit as needed; assist as scribe and or during registration.
-Establish and maintain strong relationships with key partners including government community partners facilities institutions networks stakeholders and associations in support of citywide response objectives.
-Assist with the development and update of Bureau and NYC Healthcare Coalition operational plans.
-Participate in and contribute to continuous evaluation and improvement of citywide approaches to health and medical emergency response including coordinating healthcare trainings and exercises.
-Lead all operational efforts with a health-equity lens that help defeat structural racism and advocate for the disadvantaged.

PREFERRED SKILLS:
Completion of FEMA IS-and 800 Experience with stakeholder engagement and project management. Excellent communication (verbal & written) and interpersonal skills. Strong analytical skills and ability to manage and report complex information. Experience with data collection analysis and interpretation. Desire to grow professionally develop new skills and willingness to work outside of comfort zone. Experience working with the public health sector and coordinating projects involving multiple stakeholders. Ability to prioritize and work in fast-paced environment with hard deadlines. Fluency in Microsoft Word Excel Outlook Teams and PowerPoint.

Qualifications :

1. Masters degree from an accredited college in emergency management public health disaster management emergency preparedness/administration public administration or related field and one (1) year of satisfactory full-time professional experience in one or a combination of the following area(s): emergency preparedness planning/management emergency medical services fire or public safety law enforcement homeland security public health mental health environmental/occupational health and safety or a related specialized area; or

2. A baccalaureate degree from an accredited college and two (2) years of satisfactory full-time professional experience in one of the areas described in 1 above; or

3. A satisfactory equivalent combination of education and experience. However all candidates must have a minimum of one (1) year of satisfactory full-time professional experience in one of the areas described in 1 above.
