Business Analyst Level III (Hybrid Albany NY)
Cedar Park Group is hiring an experienced Business Analyst (Level III) to support a long-term IT modernization project with a focus on the financial modules of a statewide Child Support system. This position is a 17-month engagement with a hybrid work schedule.
Schedule/Shift:
Full-time 40 hours/week Hybrid
The Business Analyst will play a key role in the modernization of New York States Child Support System analyzing legacy mainframe applications (COBOL ECL DMS/RDMS) to extract document and translate embedded business rules and financial processes. The ideal candidate has extensive experience working on complex IT transformation projectsparticularly in Child Support or financial systemsand can lead requirements gathering process mapping and system documentation efforts.
Mandatory Qualifications:
7 years of experience as a Business Analyst on large-scale IT modernization projects.
2 years in a leadership role as a Business Analyst.
Expertise in financial systems payment processing and reconciliation.
5 years of experience gathering requirements and creating process documentation for complex financial transactions.
Desired Qualifications:
3 years of experience as a Business Analyst in Child Support Services systems.
Experience analyzing COBOL ECL DMS/RDMS or related mainframe technologies.
Knowledge of federal and state policies related to Child Support distribution reconciliation and reporting.
Bachelors degree in Computer Science Information Systems or a related field.
Experience with compliance and audit processes involving financial integrity checks and regulatory reporting.
Analyze legacy mainframe financial and child support modules to interpret and document business rules workflows and dependencies.
Lead discovery sessions with subject matter experts to validate rules governing collections disbursements adjustments unidentified payments and reconciliations.
Collaborate with data conversion teams to clarify legacy account structures and ensure accurate audit and compliance trail documentation.
Develop to-be functional models and requirements ensuring compliance with federal and state mandates.
Identify opportunities to streamline processes and support business transformation initiatives.
Perform additional project-related duties as assigned.
