This position requires weekly in-office work (3 days) in our Wahington D.C. office under a hybrid working model.
POSITION SUMMARY:
The Vice President Housing Policy provides overarching strategic leadership for LeadingAges housing policy and priorities overseeing all regulatory and legislative analysis and advocacy related to housing. The Vice President Housing Policy leads congressional efforts on affordable housing for older adults and oversees and directs the work of the Senior Director Housing Operations & Policy to achieve public policy goals and support the affordable housing operational needs of members. The Vice President Housing Policy works closely with top leadership in the Department of Housing and Urban Development and other key federal agencies and leads staff who examine federally assisted housing policies for older adults. The Vice President develops and maintains relationships with key policy-makers and represents LeadingAge with Capitol Hill and other federal personnel. Working closely with the Senior Vice President Public Policy & Advocacy the Vice President leads advocacy efforts to educate and persuade opinion-leaders on LeadingAges housing policy addition the Vice President leads all Association policy education and outreach to state executives and members on housing issues. The VP Housing Policy establishes relationships with senior leaders in other national housing community development homelessness and aging services organizations coalitions and individuals; and provides strategic tactical and operational leadership to ensure that programs and policies respond to the needs of the membership.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
QUALIFICATIONS KNOWLEDGE AND SKILLS REQUIRED
Masters degree in public affairs public administration urban planning public policy political science law or business required. At least 15 years of experience in the housing policy field; plus at least 10 years high-level non-profit program management experience preferably in an association is required; or an equivalent combination of education and experience. Prior experience must include demonstration of leadership skills ability to advocate effectively for the association and its positions negotiation relationship-building and multi-media communication skills including strong writing and presentation skills and planning and fiscal management experience.
Strong knowledge of broad variety of affordable housing and HUD programs with emphasis on housing programs with older adults is necessary. Strong knowledge of housings interface with services and support systems to promote aging in community is necessary. Broad knowledge of long-term care initiatives is desired. Strong knowledge of federal budget and appropriations processes is necessary. Strong knowledge of the federal government processes including HUD regulatory and sub-regulatory processes and budget and appropriations processes.
Strong policy analysis and leadership skills are required. Ability to decipher and translate legislative and regulatory pieces into plain English required. Strong verbal and written communication skills including editing for content and clarity required. Ability to set own goals and work independently to accomplish priorities is required. Ability to meet deadlines is required. Research skills and internet research skills are necessary.
Demonstrated ability to maintain a current awareness of issues and research which will or may affect a diverse membership is required. Must demonstrate strong customer service skills and commitment to serving LeadingAges membership state affiliates and other stakeholders. Characteristics of innovation initiative and adaptability are highly desirable.
COMPENSATION AND BENEFITS:
The salary range for this full-time (37.5-hour work week) exempt D.C. based position is ($175000-$190000). Salary offered may vary depending on relevant factors as determined by LeadingAge which may include but are not limited to background and experience knowledge skills and abilities certifications and licensures internal equity geographic location and other organizational needs. Salaries for candidates hired outside of the DMV will have salary adjusted using Economic Research Institutes Geographic Tool Assessor.
