The Oakland Public Ethics Commission (PEC) is seeking a talented and energetic person to join our team as an Ethics Analyst III.

Under direction of the Executive Director the Ethics Analyst III leads the planning implementation and staffing of the Commissions education engagement and disclosure programs; oversees the operations of the Commissions public-facing office; conducts research and analyzes legislation; drafts policies and recommends policy changes; leads special projects and partnerships; trains evaluates and supervises staff; and performs related duties as needed. The ideal candidate will be a skilled communicator and strategist with a passion for government integrity and a proven ability to develop and implement programs to achieve organizational goals.

The Public Ethics Commission is an independent agency of the City of Oakland charged with ensuring fairness openness honesty and integrity in city government. Our objective is to make sure Oakland public officials and government decision-making processes operate in a fair and unbiased manner and promote transparency in Oakland government and public trust in our local political system. The Commissions duties include ensuring compliance with the City of Oaklands government ethics campaign finance transparency and lobbyist registration laws in addition to administering Oaklands Democracy Dollars public campaign financing program.


We are looking for someone who is:

  • An excellent communicator who understands how to reach a wide and varied audience.You will be tasked with leading public and community relations and the development and implementation of education outreach and engagement projects.
  • Highly skilled in interpersonal communication. You will need to successfully collaborate with Commissioners PEC staff and other agencies including other local agencies and commissions.
  • Confident in public speaking. You will be called upon to present at public meetings and community events.
  • A strong writer. You will regularly write staff memos guides and reports both for internal and public consumption. It is important that you write clearly compellingly and in plain language with correct spelling and grammar to effectively convey information.
  • Self-motivated.You will be expected to manage your time effectively plan tasks to meet deadlines identify compliance and education needs of regulated groups and complete assignments with increasing autonomy over time.
  • A skilled analyst. You will be conducting researching and analyzing policies and legal requirements gathering and interpreting data and translating the findings to develop recommendations for policies and program administration.


What you will typically be responsible for:
  • Planning and organizing the Commissions compliance and education activities.
  • Overseeing the work of other staff in delivering services to members of the regulated community in complying with campaign finance ethics and transparency reporting requirements including the day-to-day operations of the public access office of the PEC.
  • Preparing communications reports studies and educational materials regarding campaign finance governmental ethics and transparency laws policy and related programs.
  • Researching analyzing and making policy recommendations.
  • Providing analysis of PEC information programs or overall performance.
  • Leading projects with partner organizations and agencies to increase opportunities for engagement and innovation to further the Commissions work.

Minimum Requirements for Application

This recruitment will produce two eligible lists. The restricted list will be for full-time permanent part-time or part-time City and Port of Oakland employees who maintain employment for the duration of the recruitment and pass all stages of the recruitment process. The open list will be for all other applicants who pass all stages of the recruitment process.

This is a public contact position. The City highly encourages all bilingual candidates to apply! Some positions may require bilingual skills in Spanish Cantonese or Mandarin. Under the authority of Civil Service Rules Section 5.03 if a position requires bilingual language skills only those candidates who have indicated they are bilingual in the required language(s) will be referred. Bilingual candidates will be required to successfully pass a language proficiency test if selected for hire.


Any combination of education and experience that is equivalent to the following minimum qualifications may be acceptable.

Education:
A Bachelors degree from an accredited college or university in business or public administration public policy sociology education economics political science communications journalism business finance accounting computer science or a related field.

Experience:
Four (4) years of progressively responsible professional work experience in developing and implementing education engagement communications or online information or disclosure programs and related materials including one year of lead or supervisory experience.

Highly Desirable Qualifications:
  • A Masters degree in a related field
  • Experience with campaign finance lobbying/lobbyists transparency or ethnic laws and regulations

License or Certificate / Other Requirements
Successful incumbents in this position are expected to operate automotive vehicles in the performance of assigned duties. Due to the nature of the assignment and the hours worked public transportation may not be a cost effective or efficient method for traveling to the various locations required. Individuals who are appointed to this position will be required to maintain a valid California Drivers License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

The Recruitment Process:



The City of Oakland works with a Civil Service system. Applicants apply online and HR staff reviews their experience education and training listed on the application against the minimum qualifications listed for each position.

Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge skills and abilities in job-related areas.

Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.

In the final review candidates may clarify information already provided on their application. No additional work history education or certifications will be accepted. Any decisions made during this review process will be final.


For this recruitment all qualified applicants will be invited to the structured interview (sometimes referred to as an Oral Exam) (weighted 100%). The tentative date of the structured interview is the week of October 27 2025.

Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points for example if you are a Veteran with an honorable discharge or if you are a current City of Oakland resident. If youre applying to a restricted posting and you are eligible as a current City employee you may also receive additional points for your City service. Extra points are only applied to passing scores so if you do not pass every element of the testing process you cannot use extra points to pass.

Disaster Service Workers
