Job Description

Position Title: Finance Manager AGILE Project

Position Location: Hanoi Vietnam

Reports To: Vietnam Country Director

Contract Term:12 months contract renewable

Languages Required: Fluency in both English and Vietnamese is required.


Are you an experienced finance professional WUSC is currently looking for a Finance Manager to provide financial leadership direction and oversight to our Vietnam program.


BACKGROUND


WUSC is a Canadian global development organization working to catalyze positive education and economic outcomes for young people. We bring together and collaborate with a diverse network of partners (including students volunteers schools governments not-for-profits and businesses) who share this mission. Together we influence systems change and foster inclusive youth-centered solutions that enable young people to thrive and belong. We work with all young people with a focus on women and displaced populations. WUSC currently operates in 28 countries across Africa Asia the Middle East and Latin America and the Caribbean as well as in Canada with an annual budget of approximately CAD $65 million. Our global team includes over 100 staff in Canada and more than 250 staff internationally implementing a diverse portfolio of development projects in collaboration with numerous multilateral and bilateral donors and philanthropic foundations.

Advancing Growth Innovation and Leadership for Enterprises in Vietnam (AGILE) project is a 4-year initiative funded by Global Affairs Canada (GAC). The projects ultimate outcome is to increase the climate resilience of Vietnams vulnerable populations particularly women. AGILE will achieve this by strengthening the business support and investment ecosystem for Climate Enterprises (CEs). The project focuses on three interconnected intermediate outcomes:

  • Strengthened support from ecosystem actors to CEs.
  • Increased investment in gender-responsive and inclusive CEs.
  • Increased deployment of funds using a gender lens by climate investors.


RESPONSIBILITIES

Under the supervision of the Vietnam Country Director and working in close collaboration with the Financial Analysts at WUSC Ottawa Administration and Finance Officer at WUSC Vietnam the Finance Manager will be responsible for the overall financial administrative and human resource management of the AGILE project. The Finance Manager will ensure the effective and transparent use of financial resources in compliance with GAC regulations and WUSC policies. This role is critical for ensuring the projects financial integrity supporting the capacity of local partners and contributing to the overall success of the AGILE initiative.


Accounting and Finance

  • Ensure the projects financial accounting systems and procedures are maintained in accordance with WUSC and GAC standards.
  • Oversee the data entry into the accounting system ensuring accuracy and timeliness.
  • Supervise the maintenance of all financial records including receipts invoices and supporting documentation ensuring they are audit-ready at all times.
  • Lead the month-end and year-end closing processes.
  • Prepare and submit accurate and timely monthly and semi-annually financial reports including budget variance analysis to the Vietnam Country Director and WUSC Ottawa.
  • Manage all project bank accounts and petty cash processes perform monthly bank/ cash reconciliations and oversee cash flow management to ensure sufficient funds are available for project activities.
  • Process payments to vendors partners and consultants promptly ensuring compliance with procurement policies.
  • Manage the projects payroll ensuring timely payment of salaries and benefits.
  • Manage and reconcile all project advances to staff and partners.
  • Maintain the projects fixed asset register.
  • Ensure compliance with all relevant Vietnamese laws regarding taxation social security and labor.
  • Act as the primary contact for all financial matters with local banks and tax authorities.
  • Lead the preparation for all internal and external audits and ensure that audit recommendations are implemented promptly.
  • Ensure that all financial transactions represent value for money for the project.
  • Contribute accurate financial information for all donor reporting.

Project Planning and Management

  • Lead the annual budgeting process in collaboration with the project team ensuring alignment with the annual work plan and project objectives.
  • Develop and maintain a system for budget monitoring and control providing regular variance analysis and forecasts to the management team.
  • Assist the Country Director and technical staff in preparing budgets for project activities workshops and events.
  • Support the Country Director in the financial monitoring of the approved Project Implementation Plan.
  • Ensure that all project expenditures are consistent with the approved budget and work plan.
  • Contribute to the preparation of all financial forecasts/projections narrative and financial reports for the donor ensuring accuracy and coherence or other project reports necessary and based on registration requirements to local authorities.

Financial Capacity Building

  • Oversee the financial management of the projects Matching Grant Facility (MGF) and other sub-grants to CEs in cooperation with the project Consortium partner..
  • Conduct financial capacity assessments of potential local partners and CEs receiving grants.
  • Develop and deliver training and mentorship to partners on financial management reporting and compliance with donor requirements.
  • Review financial reports submitted by partners ensuring accuracy and proper documentation and provide timely feedback.
  • Conduct regular monitoring visits to partners to provide support and ensure compliance with financial agreements.

Admin and Human Resource Management

  • Provide direct supervision mentorship and support to the Admin and Finance Officer.
  • Oversee all human resource functions for the project including recruitment onboarding and contract management for national staff.
  • Ensure that salaries and benefits for staff are in line with local labor laws WUSC policies and project budgets.
  • Maintain accurate records of employee leave overtime and absenteeism.
  • Coordinate the annual performance management process ensuring timely conversations and assessments.
  • Plan and coordinate team-building and professional development events for project staff.
  • Serve as the focal point for administrative matters including office management procurement of technical assistant service providers as well as goods and services and logistics for project activities.
  • Other tasks required by the direct supervisor.

  • Create a working environment is free from sexual exploitation abuse and harassment (SEAH)
  • Ensure high standards of prevention and response measures for SEAH are in place consistent with theWUSCs safeguarding policies and WUSCs Code of Conduct.


QUALIFICATIONS AND COMPETENCIES


Education

  • A Bachelors degree in Finance Accounting Business Administration or a related field. A Masters Degree in Finance or professional accounting designation is highly desirable.

Experience & Competencies

  • A minimum of 7-10 years of progressive experience in financial management with at least 5 years in a senior role within the non-profit or international development sector.
  • Essential: Proven experience managing the finances of large-scale projects funded by international donors with direct experience with GAC regulations being a strong asset.
  • Demonstrated experience in sub-grant management and building the financial capacity of local partner organizations.
  • Strong knowledge of budgeting financial forecasting and risk management.
  • Experience with human resource management and office administration in the Vietnamese context.
  • Excellent proficiency in accounting software (e.g. Sage ERP) and Google Suite/Microsoft Office applications.
  • Strong analytical communication and interpersonal skills.
  • Ability to work independently manage a high-volume workload and meet tight deadlines.

Languages

  • Complete fluency in English and Vietnamese is required.
