Job Description
Salary range is $129k to $237k with a midpoint of $183k. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

GENERAL PURPOSE:
The Deputy Director Multiple Award Task Order Contracts (MATOC) Program supporting the Capital Delivery Transformation division provides strategic and operational leadership for Sound Transits multi-billion-dollar planning design and construction program through oversight of multiple Multiple Award Task Order Contracts (MATOCs). This portfolio-level leadership role supports the strategic delivery of Sound Transits major capital programs across multiple project lines ensuring consistent scalable and performance-driven consultant execution. This role manages professional services MATOCs including Environmental Design and Project Management/Construction Management (PM/CM) efforts (with the potential for additional MATOCs as the program grows) ensuring task orders are executed in compliance with agency policies contractual requirements and industry best practices. The Deputy Director builds strong vendor relationships ensures transparent reporting and drives performance that supports the delivery of major regional transit expansion initiatives.
Leadership responsibilities include managing and leading staff this entails training and mentoring creating growth opportunities and assessing performance at the individual and team level. This will include establishing KPIs and other metrics and tools as well as driving capital delivery mission and vision.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional position-specific duties.
- Provide oversight and direction for the administration performance and delivery of multiple MATOCs including Environmental Design and PM/CM.
- Lead overarching consultant task order management to ensure expediate RFTOP process working with multiple departments across the agency.
- Assists to prioritize task orders shares forecast of pending and potential task orders.
- Oversee initiation and monitoring of consultant task orders across system expansion projects from a portfolio perspective.
- Resolve escalated issues across MATOCs to maintain program alignment and continuity.
- Gathers and assists to apply lessons learned on the RFTOP process.
- Develop and maintain collaborative relationships with MATOC prime vendors subconsultants and industry partners to support contract performance and capacity.
- Lead annual performance evaluations across all firms and MATOCs.
- Tracks firm task order activity and selections to assist project teams.
- Assists to provide information regarding potential Conflicts of Interests (COIs).
- Direct the development and implementation of metrics dashboards and reporting frameworks to track MATOC and task order performance (via SharePoint PMIS Power BI).
- Lead the integration of existing MATOC processes and SharePoint tools into the agencys new PMIS system when appropriate ensuring functionality adoption and alignment with enterprise program controls.
- Ensure MATOC program compliance with procurement policies Federal Transit Administration (FTA) guidelines and contract requirements.
- Lead internal reviews external audits and quality assurance programs to ensure consistency and transparency across task orders.
- Supervise MATOC Task Order Coordinators and provide oversight of Task Order PMs.
- Mentor staff and build team capabilities in procurement contract administration consultant oversight and performance measurement.
- Develop and deliver training and guidance for agency staff on MATOC processes compliance requirements and task order procedures.
- Support change management and knowledge transfer as MATOC processes are integrated into the agencys PMIS system.
- Support industry engagement and Sound Transits role as a collaborative partner with consultant teams delivering the agencys capital program.
- Provides departmental support on assigned/related matters; prepares and presents reports and correspondence; participates in professional and industry groups as appropriate; monitors and integrates relevant trends and developments; and ensures consistent and effective application of policies and compliance with laws and regulations.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelors degree in Architecture Contracts and Procurement Construction Management Business Administration Finance Public Administration or related field;Sixyears of progressively responsible experience in program management contract administration procurement or large-scale AEC project delivery; Or an equivalent combination of education and of leadership budgetary planning and workforce management experience.
Preferred Licenses or Certifications:
- Project Management Professional (PMP) Certification
Required Knowledge and Skills:
- Principles and practices of contract administration procurement and task order management in large-scale public-sector programs.
- Knowledge of AEC industry project delivery methods including design environmental and construction management practices.
- Familiarity with federal procurement standards and FTA guidelines including compliance and audit requirements.
- Strong understanding of project controls including budgeting cost tracking risk management and schedule oversight as it relates specifically to contract administration requirements.
- Ability to manage and coordinate multiple concurrent contract activities supporting a multi-billion-dollar capital program.
- Strong leadership and supervisory skills including mentoring and team development.
- Ability to train coach and mentor staff and internal stakeholders on MATOC requirements procurement standards and task order administration.
- Strong presentation public speaking and facilitation skills for a range of audiences including the public elected officials partner agencies and internal leadership.
- Excellent communication negotiation and conflict resolution skills to engage with vendors stakeholders and executive leadership.
- Ability to establish and maintain effective working relationships with internal staff external consultants and partner agencies.
- Principles of supervision leadership coaching and performance evaluation.
- Ability to work under pressure manage multiple priorities and adjust to changing political financial or technical conditions.
- Skilled in preparing and analyzing data reports schedules and program metrics to inform executive decision-making.
- Proficiency in project management software Microsoft Office Suite and data analysis tools used for tracking costs schedules and performance.
- Proficiency in data analysis dashboards and performance reporting (e.g. SharePoint PMIS Power BI).
- Ability to interpret apply and administer policies procedures and regulatory requirements.
Preferred Knowledge and Skills:
- Advanced knowledge of bench contract or Multiple Award Task Order Contracts (MATOCs) and IDIQ contracting models including procurement strategy task order assignment and competitive selection processes.
- Experience managing activity across multiple MATOCs simultaneously (e.g. Environmental Design PM/CM) within a large-scale capital program.
- Proven ability to develop and oversee task order competition and evaluation processes including vendor performance monitoring and scoring.
- Familiarity with consultant/vendor performance management frameworks including KPIs scorecards and corrective action planning.
- Demonstrated ability to design and implement portfolio-level performance dashboards and reporting frameworks for MATOC oversight.
- Knowledge of risk management practices specific to MATOC task orders including strategies to track mitigate and escalate risks across consultant teams.
- Experience in vendor/industry relationship management at a strategic level including escalation resolution and partnership-building with large consulting firms.
- Understanding of best practices in on-call/IDIQ contracting models including continuous improvement lessons learned and scalability of MATOCs.
- Ability to align MATOC program outcomes with agency-wide strategic objectives in planning design and construction.
