Summary Description:
The HR Analyst will be responsible for receiving and manually processing all healthcare (medical dental vision) flexible spending account health savings account COBRA life insurance and voluntary benefit enrollments terminations and changes. Conducts and assists with new employee orientations. Conducts annual Open Enrollment for benefits. Processing retirements through the Virginia Retirement System (VRS) and coordinating related retirement activities. This position also provides guidance and information for employees in researching and resolving benefits related issues and communicates benefit related information to school employees. This position also maintains ACA records for 1095 reporting and distribution.
Qualifications:
- Bachelors degree with a concentration in human resources business administration or related field; or a combination of training and experience demonstrating ability to effectively perform essential job duties
- A minimum of two years of experience in benefits administration; experience with the VRS is preferred
- Working knowledge of employment and benefit laws at both the federal and state levels
- Advanced computer skills including knowledge of Microsoft Office & Google Workspace; experience operating and maintaining an HRIS
- Well-developed interpersonal written and verbal communication skills. Ability to read analyze and interpret benefit plan documents and communicate information effectively to participants.
- Strong analytical and problem-solving skills
- Ability to develop and maintain effective working relationships with all levels of employees and the public. Proven customer service skills
- Professional certification such as CEBS PHR or SPHR preferred
Essential Duties:
Essential duties are interpreted as being descriptive and not restrictive in nature. Other duties may be assigned.
- Receives and processes medical dental and section 125 Cafeteria Plan enrollments terminations and changes including electronic data entry of information. Completes forms necessary for payroll to input deduction changes.
- Reconciles monthly insurance billing statements. Researches and resolves discrepancies.
- Determines COBRA qualifying events and processes forms to notify the third-party COBRA administrator to include new enrollments and terminations.
- Receives visitors phone calls and emails regarding benefits answers questions and provides information.
- Assists with summer orientations for new employees. Conducts new employee orientations throughout the school year.
- Ensures accurate completion of forms for new employees according to federal and state laws and FCPS policies. Follow up with employees regarding incomplete forms.
- Maintains close liaison with the payroll staff in administering health care deductions for employees.
- Enters personal information changes to all applicable benefit sites.
- Assists in providing information to staff during annual Open Enrolment. Receives and processes all benefits enrollment and changes using forms and/or online systems.
- Sends benefit exit packets to separating employees.
- Provides counseling and information to prospective retirees. Assists with the completion of required forms both on paper and electronic.
- Assists past retirees with questions regarding insurance. Contacts VRS regarding insurance changes and monitors eligibility of retirees on FCPS insurance.
- Maintains a list of retirees each year.
- Coordinates and serves as a member of the Retiree Banquet committee. Helps plan a banquet and attends to provide assistance as needed.
- Assists employees with completing Purchase of Prior Service contracts for VRS. Uses an online VRS Navigator system to process and update Purchase of Prior Service agreements. Provides this information to payroll for employee pay deductions.
- Receives information from healthcare vendors reflecting insurance and EAP and distributes as needed.
- Maintains and compiles data required annual 1095 forms.
- Attends job related training activities and meetings as necessary.
- Other duties may be assigned through the immediate supervisor.

Administrative Support GradeC11 Salary Scale(credit is based on years of full-time experience in a related position)
Assignment:
