Safe Place for Youth (SPY) is the leading service provider for youth experiencing or at-risk of homelessness in West Los Angeles. Founded in 2011 our agency offers trauma-informed low barrier programs that support young people in exiting the streets and achieving stability so that they can thrive not just survive. Our robust continuum of care includes street outreach drop-in services health and wellness programming case management education and employment services and housing programs.

ABOUT THE ROLE:

A member of Safe Place for Youths Leadership Team the Interim Field Based Housing Program Manager will be responsible for developing implementing and overseeing holistic client-centered and innovative housing programs including the Host Homes Housing Navigation YHDP and Time Limited Subsidy (TLS) Program. They will oversee all contractual outcomes and budgetary requirements as well as monitor programming to ensure effective and equitable resources and services for TAY. This position will be responsible for recruiting training and providing ongoing support to volunteer hosts supervising Host Home Youth Liaison Housing Navigator and TLS Case Managers. This position will continue to develop and evaluate the program and collaborate with other community partners. They will provide leadership and direction aligned with SPYs mission and core values.


WHAT YOULL DO:

  • Develop and evaluate program policies and procedures based on best practices and continue to offer effective delivery of service
  • Oversee manage and track Host Homes Housing Navigation and TLS budget
  • Lead and implement organizational policies in line with current evidence-based practices and in line with SPYs mission and values
  • Provide individual trauma and resiliency informed supervision through minimum once weekly supervision for each staff member and developmentally focused goal-setting
  • Identify and create plans for staff training and development within SPYs field based housing programs
  • Provide accountability and oversight for all programming agency and contract expectations within the field based housing programs.
  • Manage and track grant deliverables ensuring grant and contract compliance
  • Oversee and ensure program compliance with all relevant standards and requirements from contractors partners and funders
  • Oversee documentation and filing requirements
  • Recruit screen support and retain volunteer hosts; ongoing case management and training of hosts
  • Assess and strategically match hosts and youth
  • Collaborate with partner organizations to discuss ideas and continue to build the Host Home network
  • Engage youth in Host Home Program consultation and feedback
  • Plan and attend regular ongoing trainings related to topics connected to field based housing programs including supporting LGBTQ youth experiencing housing instability positive youth development trauma-informed care host home best practices and other meetings
  • Implement equitable and effective methodologies for the management and oversight of housing contracts
  • Participate as a member of the Performance and Quality Improvement team presenting on programs and identifying and working towards quality improvement goals
  • Strategically allocate resources and services to combat racial disparities in homelessness and cultivate strong partnerships with community providers
  • Collaborate within the appropriate CES systems and LAHSA to ensure equitable and inclusive housing placements and maintain occupancy
  • Develop program improvement strategies to ensure appropriate services and resources are implemented
  • Evaluate programs strategically to establish measurable goals and outcomes; developing and implementing tools to track and evaluate youth data and outcomes; prepare reports to meet grant and internal requirements
  • Ensure that program enrollments are at capacity
  • Develop partnerships that enhance and expand programs and increase impact in the community
  • Collaborate interdepartmentally across SPYs departments to integrate and align programmatic goals strategies and outcomes
  • Oversee data collection maintenance of youth files and data tracking systems (including but not limited to HMIS and CiviCore)
  • Increase and expand resources and referrals for youth
  • Hire onboard train and supervise team members; support professional development and ongoing training
  • Provide after hours consultation for on-site staff members
  • Other duties as assigned to support the mission of the organization.




Requirements

WHAT YOULL NEED:

  • Bachelor or Masters degree in Social Work Public Policy Public Administration or a related field or equivalent professional experience preferred
  • 3 year of experience in housing services
  • 2 years of leadership experience individual supervision experience preferred
  • 2 years of relevant experience with TAY experiencing homelessness and/ or housing instability preferred
  • 2 years of professional experience in program development and evaluation
  • Best practice models including: Housing First Positive Youth Development Harm Reduction Trauma-Informed Care and Critical Time Intervention
  • Working knowledge of policies systems and local programs that impact homeless persons and the related public funding sources regulations requirements and procedures
  • Self-Starter skill set requiring the ability to develop relationships set a strategy and execute; things are changing fast in our industry so youll need to be highly adaptable and calm under pressure
  • Excellent organizational skills
  • Supportive and ambitious leader who sets goals and standards
  • Working knowledge of Microsoft Office Homeless Management Information System and Google Drive
  • Must have reliable transportation valid California drivers license and proof of current insurance
  • Cultural humility

WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Changes in the environment such as the office various sites or outdoors
  • Some nights and weekends may be required .
  • Physical effort/lifting such as sedentary- up to 15-20 pounds at times.

Driver Positions:
