The Department currently has an opening for one full-time Regional Emergency Management Coordinator (Program Analyst 3) within the Field Coordination Section of OEM. This is a full-time permanent position. This position has the opportunity to work remotely and support a hybrid (work from home/in office) work schedule. This position is for the North Cascade region of Oregon and requires frequent time at offsite community locations. Remote work is evaluated periodically to ensure business needs are being met and can be adjusted at any time. Please note applications may be used to fill future vacancies.
The Regional Coordinator (RC) position is a vital resource for local emergency management partners representing the Oregon Department of Emergency Management (OEM) within a defined geographic area while simultaneously addressing the programmatic needs of internal OEM partners that may be challenging for Salem-based personnel to support. This role focuses on supporting county tribal and local partners by leveraging specialized technical skills sets including expertise in Emergency Operations Center (EOC) incident management to provide comprehensive guidance on training needs facilitate local exercises and assist with grant applications for emergency management programs.
The RC delivers focused technical assistance and coordination across all aspects of emergency managementpreparedness response recovery and mitigationensuring alignment with OEM program areas. This process is rooted in the development of strong resilient relationships with local partners enabling effective collaboration that can withstand the pressures of high-stakes response and recovery operations. The RC is committed to providing exceptional customer service ensuring that program delivery is effective and responsive through grant application support and nuanced policy guidance.
In particular the RC brings specialized skills in EOC incident management enabling them to support local jurisdictions when requested during emergencies by facilitating real-time coordination resource allocation and information sharing. This expertise not only enhances operational readiness but also empowers local partners by providing them with a dedicated resource who is attuned to their individual development and the overarching needs of their jurisdictions.
This position represents OEM at local meetings and outreach events and in coordination with local/tribal emergency management; assists in the development conduct and evaluation of regional-focused exercises; delivers regional emergency management training seminars and workshops at the request of and in coordination with local/tribal emergency management.
This position provides technical planning assistance for the development and maintenance of local emergency management plans; serves as a liaison between local emergency operations centers and the State ECC/RCC during emergencies and disasters; facilitates after-action reviews and evaluations following emergencies and disasters at the request of and in coordination with local/tribal emergency management; reviews and tracks performance measures associated with OEM-administered grants; and provides regionally-specific project support.
By fostering a comprehensive approach to emergency management and leveraging specialized technical skills the Regional Coordinator plays a pivotal role in strengthening the efficacy and resilience of emergency management operations across the region ultimately enhancing community preparedness and response capabilities.
General duties:
Provide technical assistance to local Tribal and regional planning teams and work groups on emergency management practices policies plans response and recovery operations regulations and compliance and policy guidance.
Assist in the development review and enhancement of local and Tribal emergency management plans ensuring alignment with state and federal guidelines.
Support comprehensive grant management between local and Tribal partners and OEM program staff for emergency management programs including the Emergency Management Performance Grant (EMPG) and Hazard Mitigation Assistance (HMA). This encompasses application assistance and lifecycle management of grants including reimbursement requests and program closeouts.
Provide technical input on proposals ensuring compliance with grant requirements and enhancing the chances of successful funding.
Conduct research to deliver technical assistance to local and Tribal emergency managers community partners and elected officials.
Collaborate with local and Tribal emergency managers community partners and elected officials on FEMA and other disaster-related programs.
Lead and supports emergency management planning efforts regionally in accordance with the established state emergency management plans and annexes. This may include EOPs COOPs recovery and mitigation plans. This work occurs with the coordination of the OEM planning staff.
Assist internally and externally with planning initiatives related to preparedness response operations mitigation and recovery initiatives as it relates to local and Tribal emergency management partners and stakeholders.
Develop and maintain sample plans suitable for adaptation by regional jurisdictions.
Serve as a State liaison for local and Tribal jurisdictions during State Emergency Coordination Center (ECC)/ Recovery Coordination Center (RCC) activations and multi-jurisdictional response and recovery operations.
Share a key understanding of regional needs and gaps and support OEM training and exercise staff and at the local level in the development content delivery and evaluation of regional-focused exercises designed to test and evaluate emergency response and recovery plans and procedures.

What do you need to qualify
Minimum Qualifications:
A Bachelors Degree in Business or Public Administration Behavioral or Social Sciences or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program
OR;
Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Additional information:
The salary listed is the non- Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying the salary will reflect the 6.95% increase.
