The Broward County Board of County Commissioners is seeking qualified candidates for Program/Project Coordinator Senior (Business Attraction Retention and Expansion).

General Description

The Office of Economic & Small Business Development is seeking a highly motivated candidate with exceptional organizational communication presentation and project management skills that will be responsible for the research development and administration of a wide range of new and existing Economic Development programs and projects that improve the local economy by creating jobs attracting new industries supporting existing businesses and enhancing the quality of life for residents and visitors. Illustrative initiatives include small business assistance entrepreneurship business attraction and expansion economic development grant opportunities and workforce development in Broward County.

This position will also serve as staff liaison to Broward Countys municipal economic development partners and provide assistance to facilitate efficient City/County relationships. The ideal candidate will work independently under limited supervision reporting major activities through periodic meetings and will have the ability to develop and maintain professional relationships with other County agencies Office Divisions customers and contractors. Administers large-scale programs and/or projects that have County-wide impact. Works independently under limited supervision reporting major activities through periodic meetings.

Minimum Education and Experience Requirements
Requires a Bachelors degree from an accredited college or university with major coursework in public administration business urban planning or closely related field.
(One year of relevant experience may be substituted for each year of required education.)

Four (4) years experience developing and administering economic development programs managing projects providing technical assistance for businesses and preparing economic development reports.

Special Certifications and Licenses Required
Possess and maintain a valid Florida Class E Drivers License based on area of assignment.

Preferences
Economic development or closely related certifications (IEDC EDP FRA AICP etc.).
Project Management Professional (PMP)
5 years in economic development including contract and/or grant management or closely related experience.
5 years of experience providing one on one counseling and business assistance to entrepreneurs and businesses
2 years in a supervisory or managerial capacity coordinating economic development programs.
Bilingual - English & Spanish or English & Creole




SCOPE OF WORK

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Plans develops authorizes implements supervises and evaluates programs/projects activities and services on a large scale with County-wide impact; prepares reports and analyzes and interprets data.

Coordinates and manages all aspects of a program or project which has operational responsibility of a major scope a large-sized budget and provides a critical County service.

Performs contract administration activities for the Countys contract with its private sector economic development partner and other economic development consultants; performs administrative duties including development monitoring and reporting of section performance measures.

Provides one-on-one and group counseling and business assistance to Broward County entrepreneurs and small business; conducting on-site business visitations and meetings to identify needs and provide assistance.

Assists Director and Agency Leadership by researching issues creating memorandums policies procedures reports etc. and monitoring staff compliance with policy and procedures.

Advises and assists the Office Director on all operational and technical matters related to the program section(s) or function(s) assigned; works with County agencies to implement improvements.

Conducts special research in conjunction with a project/program that will assist in economic development analyzes data and makes recommendations and strategic efforts based upon research.

Identifies and understands agency/business needs contractual business requirements and regulations governing local state and other requirements confidentiality obligations warranties liabilities indemnification termination clauses breach and remedies.

Communicates business risks to project manager senior/executive management and approving authority for assessment and approval while focusing on comprehending client-agencies needs and business processes.

Coordinates with state and local agency partners on projects and programs community outreach media relations and regional and various services; may assist with press releases and responses to media.

Defines agency goals and objectives develops and recommends policies and operating procedures.

Administers internal/external communications and public outreach activities for Division; manages and coordinates outreach efforts with other County divisions as well as other local and state governments and partnering agencies.

Prepares Commission agendas including editing posting and planning.

Provides assistance and training of division staff and contracted services providers. May oversee the Divisions training program; schedules and/or delivers training and outreach opportunities for employees and the vendor community respectively.

Administers economic development grants and monitors compliance with policies and procedures.

Supports implementation of Office emergency management plans ensuring compliance with standards and acting as a point of contact during emergencies.
