Job Description

SUMMARY: The role of the Executive Director is to oversee all UADP an effort to uphold the mission of the organization runs the administrative aspect of the organization with focus on the well-being of the persons served. The ED is also responsible for Detoxification short-term residential and outpatient services. Oversees all UADP/Carl T Curtis clients and contract help. Consults with medical personnel regarding client care. Also the ED conducts individual family and group sessions for clients and families enrolled in the Umonhon Drug and Alcohol Program /Carl T Curtis Treatment programs. This individual implements the 12-core functions for Alcohol/Drug Abuse Counselor Certification.. Coordinates and monitors program operations; advises the CEO on program issues and status; and handles heavy load of complex cases.

ESSENTIAL DUTIES AND RESPONSIBILITES: include the following.

  • Will serve as coordinator of the UADP programs functions and services in accordance with applicable Federal State and Tribal Laws regulations policies procedures and guidelines.
  • Ensures that all monthly and quarterly reporting requirements are met in a timely manner. Prepares written reports of department activities and accomplishments upon request. Prepares and/or directs the preparation of all necessary reports and records in a timely manner to satisfy deadlines.
  • Oversees the surveying and identification of community needs in the area of substance abuse rehabilitation.
  • Oversees the gathering of input needed for key decision making from the persons served personnel and stakeholders such as IHS Tribal Counsel and all entities related to funding sources.
  • demonstrates an organized system of information management and ensures the flow of pertinent information to appropriate parties.
  • Will administer policies procedures and the preparation of proposals program budgets and estimates of staffing needs to determine the proper allocation of staff equipment facilities and other resources necessary to accomplish department goals.
  • Prepares written reports of program activities and accomplishments upon request.
  • Develops and/or revises department policies and procedures to carry-out operations. Evaluates existing plans policies and procedures. Discusses proposed final plans with the Chief Executive Officer and makes modifications as necessary for approval.
  • Continually evaluates current plans and operations of each subordinate staff within the department to determine their efficiency and effectiveness in meeting requirements and providing services. Determines the general nature and scope of changes required for improvements.
  • Orient train assess and monitorall non-credentialed Student Interns and PLADCs for competency.
  • Signs off on all clinical entries in clientnote evaluations discharge summaries while doing hours of employment of PLADC and provide one hour of supervision for every 40 hours worked.
  • Assist Student Interns and PLADCs establish a Professional Plan.
  • Reviews a variety of progress reports status records comments of Chief Executive Officer Quality Assurance Officer etc. and similar data to assure that assigned functional objectives are being achieved.
  • Participates in all UADP community based Drug and Alcohol Prevention activities and represents UADP.
  • Promotes and provides good community relations on a daily basis by planning at least monthly UADP prevention activities.
  • Will plan and administer prevention activities and youth groups. Interacts formally with schools and community groups participates in departmental community relation programs and other Drug and Alcohol Prevention activities in the community.
  • Completes alcohol and drug evaluations as scheduled.
  • Other duties may be assigned.

QUALIFICATION REQUIREMENTS: To perform this job successfully an individual must be able to perform each essential duty satisfactorily. EDUCATION AND EXPERIENCE:

  • Minimum of an Associates Degree.
  • Social Work/Human Services and 7-10 years of experience in Drug/Alcohol counseling and at least 5 years of experience in Administration.
  • Current Nebraska Licensed Alcohol and Drug Abuse Counselor certification required.
  • Possess knowledge of objectives and methods of alcoholic programming principles of organization administration public relations and budgets.
  • Must be familiar with IHS Tribal State of Nebraska Department of Health regulations as they apply.

LANGUAGE SKILLS:

  • Ability to read and comprehend simple instructions short correspondence and memos.
  • Ability to effectively present information in one-on-one and small group situations to clients and other employees of the organization.

REASONING ABILITY:

  • Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.
  • Ability to deal with problems involving a few concrete variables in standardized situations.

CERTIFICATES LICENSES REGISTRATIONS:

  • Must be a Certified Counselor with the State of Nebraska (CADAC) or (LMHP).
  • Must have a valid Nebraska Drivers License.
  • Must possess or be able to obtain CPR and First Aid Certification within first 90 days of employment.

OTHER SKILLS AND ABILITIES:

  • Knowledge of P.L. 93-638 and with Indian Health Services forms and Department of Public Institutions forms.
  • Ability to use good judgment in making decisions. Ability to comprehend understand and adhere to always the UADP Code of Ethics.
  • Ability to take a special interest in work-related activities without prompting such that the normal expectations of the job are exceeded.
  • Ability to facilitate group discussions to identify problems and resolutions.
  • Ability to speak effectively and articulately demonstrate good listening skills and convey concern understanding and empathy.
  • Ability to remain calm and work effectively in stressful situations. Ability to confront potentially dangerous situations.
  • Must have the ability to speak write and communicate effectively with a variety of cultural and social backgrounds and to maintain constant relations with community & staff. Need to be cognitive of the importance and practice cultural competency.
  • Must be able to use a variety of communication devices including the telephone written and verbal skills to effectively disseminate information. Must be able to visually complete forms and maintain confidential client information.
  • Proven knowledge with state licensing is required.
