Job Description

The mission of the Ohio Board of Tax Appeals as Ohios administrative tax court is to provide taxpayers and taxing authorities with an accessible fair and efficient appeals process and to resolve appeals in a timely and judicious manner by facilitating settlement or by issuing comprehensive written decisions which are based upon Ohio statutes case law and board precedent.
The board strives to provide the highest level of customer service possible and has established the following standards:
1. Establish case management schedules at the time an appeal is docketed in the boards case management system
2. Provide real-time case updates via electronic communication to registered users of the boards online case management system
3. While prohibited from providing legal advice to potential or active parties to an appeal the board strives to provide thorough educational content on the tax appeals process and access to relevant forms in an electronic format
- Admission to Ohio Bar pursuant to Section 4705.01 of Ohio Revised Code and current registration and good standing with Supreme Court. 5 years experience as attorney with Board of Tax Appeals or equivalent in practice of law.
- Or equivalent of Minimum Class Qualifications for Employment noted above.

- Unless required by legislation or union contract salary will be set at the lowest rate of the salary range with gradual increases in accordance with the Ohio Revised Code or OCSEA/AFSCME Collective Bargaining Agreement.

Background Information:
- The final candidate selected for this position will be required to undergo a criminal background check as well as other investigative reviews. Criminal convictions do not necessarily preclude an applicant from consideration for a position unless restricted under state or federal law or federal restrictions. An individual assessment of an applicants prior criminal convictions will be made before excluding an applicant from consideration.
- The final applicant selected for this position will be required to submit to urinalysis prior to appointment to test for illegal drug use. An applicant with a positive test will not be offered employment.

The Board of Tax Appeals Senior Hearing Officer plays an important part at the this role you will be responsible for:
- Presiding as administrative law judge over quasi-judicial proceedings as directed by the Board of Tax Appeals concerning difficult/complex cases under Ohio Tax Laws.
- Assuming responsibility for case management of each assigned case to include prehearing procedures conferences issuance of prehearing orders concerning discovery or other preliminary matters.
- Conducting administrative hearings qualifying lay and expert witnesses making evidentiary rulings admitting exhibits into evidence and completing full transcript of proceedings and receiving assignments from board.
- Overseeing and assisting lower-level attorneys in case management trial techniques and legal writing.
- Directing activities and reviewing orders and appellate transcripts prepared by paralegals.
- Preparing appropriate decision and order of judicial quality disposing of difficult/complex appeals and forwarding to board or chief attorney for review.
- Advising board and recommending policy decisions based on the outcome of cases.
- Providing specific advice to the board regarding legal issues and advising other state and local officials on tax matters.
- Participating in legal or other public seminars and giving speeches to the public on behalf of the board.
