Senior Environmental Analyst -Natural Resources Planning Environmental Services Division -Department of Public Works

Background

The Natural Resources Planning (NRP) office is in the Environmental Services Division of the County of Humboldts Department of Public Works. The office is staffed by the Natural Resources Planning Manager two Environmental Analysts and two Senior Environmental Analysts. The Division is seeking to fill a vacant Full-Time Permanent Senior Environmental Analyst position. The position will be responsible for supporting the Divisions involvement in the North Coast Resource Partnership Humboldt County Fire Safe Council and other duties as assigned.

North Coast Resource Partnership

NRP acts as the Regional Manager for grant funds received by the North Coast Resource Partnership (NCRP). The NCRP is an innovative stakeholder-driven collaboration among local government watershed groups tribes and interested partners in the North Coast region of California. The mission of the NCRP is to enhance the watersheds and communities of the North Coast region through integrated multi-objective planning and project implementation in collaboration with North Coast partners. NRP is managing several multi-million-dollar grant agreements serving the North Coast Region and seeks assistance in managing our obligations to our funders and regional partners.

Humboldt County Fire Safe Council

In addition NRP staff provide support to the Humboldt County Fire Safe Council (HCFSC) a special committee appointed by the Board of Supervisors to oversee the maintenance and implementation of the Humboldt County Community Wildfire Protection Plan (CWPP). NRP administers and manages grant opportunities coordinates the development of plans and plan updates and supports the activities of the HCFSC. They also facilitate countywide wildfire preparedness by assisting local Fire Safe Councils Tribes and other local mitigation groups with funding applications planning and outreach to advance risk reduction projects. NRP seeks a qualified team member to continue this work.

Job Highlights:
  • Independently manages and administers planning and implementation projects related to forest health hazard mitigation water resources and community wildfire preparedness with guidance and support from the NRP Manager.
  • Coordinates permitting and environmental compliance for environmental projects with guidance and support from the Deputy Director and the NRP Manager.
  • Leads the full grant lifecycle: identifies funding opportunities writes competitive proposals develops scopes of work and requests for proposals negotiates executes and manages contracts and sub-grantee agreements and ensures ongoing compliance with funder requirements (e.g. expenditure tracking progress reporting invoicing and timely completion of deliverables).
  • Designs and implements outreach strategies to help residents prepare for wildfire. Develops educational materials (print digital and interactive) organizes public meetings and workshops and works with partner organizations Fire Safe Councils Firewise Communities and Tribes to promote defensible space home-hardening and other fire-adapted community practices.
  • Manages tasks supports teamwork and boosts efficiency with advanced knowledge of the Microsoft Office Suite (including Word Excel Teams and Powerpoint) and project management tools (including Airtable Sharepoint and Google Workspace).
  • Coordinates and provides staff support for various meetings workshops and webinars including outreach set-up note taking and follow-up.
  • Performs other duties as assigned.

Desirable Skills:
  • Utilizing geographic information system (GIS) platforms including data creation and maintenance

  • Administration of ArcGIS Online content and user permissions

  • Oral examinations are tentatively scheduled for October 27 28 and 30. The oral exams will take place via Microsoft Teams.

Under general supervision performs complex difficult and specialized work in the Environmental Services Division; plans and coordinates the implementation of special programs and projects; prepares and reviews technical environmental documents; obtains permits for County projects; may assign and review the work of other staff; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the specialist and/or working lead level in the Environmental Analyst position performs the more complex difficult and technical assignments and is responsible for the implementation of specialized environmental programs or position may have responsibility for directing the work of lower level staff performing a variety of responsible environmental services class is distinguished from the Environmental Services Manager in thatthe latter has management responsibility for the activities and functions of the Environmental Services Division.

EXAMPLES OF DUTIES

  • Coordinates implements and/or directs a variety of activities relating to environmental and natural resources management and planning including special programs and projects.
  • Participates in program development and developing policies and procedures.
  • Compiles and analyzes data and information to prepare technical environmental documents for review by other governmental agencies.
  • Assists users in accessing a data bank containing a variety of environmental resource and impact information and in locating other sources of environmental data.
  • Prepares materials for permit applications; applies for and obtains permits from other governmental agencies for various County projects.
  • Conducts impact analysis on natural and cultural resources such as air and water quality fish habitat wetlands archaeology and noise pollution; prepares summary of findings and develops recommendations.
  • Performs field inspections and monitoring of project sites and facilities.
  • Confers with staff from other divisions and provides input regarding environmental resource considerations in the design of County projects; provides technical expertise to other County staff to ensure compliance with environmental laws and regulations.
  • Participates in preparing grant applications establishing program budgets and monitors funds; prepares statistical information and reports.
  • Works with consultants to prepare contracts and service agreements; monitors the work of such consultants.
  • Maintains files and records compiles data and prepares technical and administrative reports; prepares displays maps charts and other visual aids for reports and public presentations.
  • Attends public and other governmental agency meetings to gather and provide information regarding the environmental impact of proposed projects; collaborates with community groups and other agencies to plan various projects; prepares reports and presentations for the Board of Supervisors.
  • Conducts special studies maintains accurate records and files and prepares varied correspondence and narrative reports.
  • May assign direct and review the work of other staff; may participate in the selection training and evaluation of other employees.
  • Monitors developments in the environmental management/natural resources field evaluates their impact upon County activities and functions and recommends policy and procedure changes.

QUALIFICATIONS

Knowledge of:
  • Theories principles and practices of natural resource planning and preservation including environmental research and analysis.
  • Legislation and technical standards relating to environmental services and quality.
  • Uses impact storage and disposal parameters of chemical pollutants and hazardous wastes.
  • Basic theories and principles of earth and biological sciences such as biology chemistry botany zoology geology and soils.
  • Analysis techniques project management and report writing techniques.
  • Basic budgeting and professional service contract management practices.
  • Business and scientific computer applications related to the work.
  • Basic supervisory principles and practices.
Skill in:
  • Compiling and analyzing complex technical and statisticalenvironmental data.
  • Interpreting and applying laws regulations policies and procedures.
  • Operating drafting cartographic and photographic instruments and equipment.
  • Coordinating multiple projects and meeting deadlines.

Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:
Equivalent to graduation from a four year college or university with major coursework in natural resources management environmental engineering or a closely related field and three years of experience in providing technical support and analyses for a variety of environmental and natural resource documents and projects.

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.
