Position is located in the Shelby Resident Engineers Office. This position serves as a lead project inspector for smaller roadway structure projects and/or more complex projects supporting engineers in the administration of highway construction. Monitors contractors daily operations and performs and/or reviews test reports to ensure that all work and materials conform to specifications plans and contractual provisions. Will perform contract administration duties such as pay record entry/review material received reports certified payroll haul tickets as-constructed plans and monthly estimate including the use of a calculator computer and IPAD. Works with other technicians including Department employees and Contract Construction Inspectors. May supervise and train lower-level technicians. Resolves daily constructability issues and trouble shoots problems to mitigate delays to contractors progress. Monitors utility relocation efforts by inspecting and tracking relocation work. Monitors contractors operations to ensure compliance with subcontract agreements and with the contract DBE/MBE/WBE requirements. Ensures compliance with NC Sedimentation and Pollution Control Act and that all work performed in permitted areas is done in accordance with the permits. Effectively communicates and coordinates work with contractors subcontractors utility owners and property owners to minimize delays and disturbances while maximizing progress of the projects.
Knowledge Skills and Abilities / Competencies
Management prefers applicants with the following:
- Experience with contract administration.
- Knowledge in understanding contracts plans standards and specifications.
- Experience in performing inspection sampling and testing of materials (concrete asphalt density) to ensure compliance with NCDOT specifications.
- Working knowledge of computer equipment (I-pads desktop) software (HiCams and Share Point) and mathematical functions.
- Experience in maintaining neat legible and accurate records and reports including computer/iPad data entry.
Additional Expectations:
Must apply Department safety program to operations. Ability to work safely in an outside environment with exposure to hazards present on construction sites including traffic heights weather extremes and traversing rough/uneven terrain. Must be able to communicate in a clear concise manner both orally and in writing. Ability to make independent decisions using sound engineering judgement. Experience using computers and electronic tablets. Must be able to perform moderate physical activity such as walking climbing kneeling and standing. Safety toe shoes are needed for this position.
Minimum Education and Experience Requirements

Associate degree in an applicable area of Engineering Technology Survey Technology or a related curriculum from an appropriately accredited institution and two (2) years of progressive technician level experience; or an equivalent combination of education and experience.
