Compensation Details:
Mgr. Project Manager 19: Salaries typically range from $109810 to $146413 annually based on qualifications and experiences plus a performance-based incentive.
Location:
This role can be performed from EDCs headquarters in Ottawa or from one of our Community Hubs located in Toronto Mississauga Montreal Laval or Brossard.
Relocation assistance is available for eligible candidates.

Team and Job Overview:
The Digital & Technology Solutions (DTS) group under the leadership of the Chief Information Officer was established in 2023 with the mission of empowering our customers and colleagues to take on the world by seamlessly delivering secure and reliable digital experiences. Digital & Technology Solutions has set out to achieve the following objectives for EDC:
Define execute and sustain the integrated technology target state target data model and technology operations required to enable EDCs 2030 business transformation.
Establish and manage the rolling 3 Year Digital Roadmap that sequences the technology outcomes required to achieve the technology target state and facilitate its execution across all domains in the organization.
Keep pace with industry trends and emerging technologies ensuring EDC has access to the digital technology tools it needs to stay relevant in the market and grow Canadian global trade.
Lead and ensure integrated digital data infrastructure and cybersecurity implementations to create excellent customer user and employee experiences.
Reporting to the Vice-President Technology Operations & Services (TOS) the Manager Business and Portfolio Management plays a critical role in enabling strategic execution financial discipline and operational performance across the TOS portfolio. This role leads the business management function overseeing planning budget coordination reporting and governance for a multi-million dollar operating and transformation portfolio.
In addition to business operations the Manager is accountable for portfolio coordination and delivery oversight across TOS initiatives. They lead a group of Infrastructure Project Managers (IPMs) who are centrally managed within this function but work in close collaboration via dotted-line reporting relationships with TOS Directors to support initiative delivery. This model ensures consistency in project practices improved resource allocation and better visibility across the infrastructure and operations portfolio.
The Manager acts as a strategic enabler to the TOS leadership team by providing integrated delivery insights ensuring adherence to governance and reporting standards and supporting prioritization decisions across competing demands.
What you will be doing:
Leadership and Management:
Lead mentor and develop a team of Infrastructure Program Managers and Business Management Office professionals.
Foster a collaborative and high-performance culture within the team.
Ensure alignment of team goals with organizational objectives and strategic initiatives.
Develop and implement training programs to enhance team skills and knowledge.
Conduct regular performance reviews and provide constructive feedback.
Encourage innovation and creative problem-solving within the team.
Program Management:
Oversee the planning execution and delivery of infrastructure programs.
Ensure programs are delivered on time within scope and within budget.
Implement best practices and methodologies to enhance program efficiency and effectiveness.
Identify and mitigate risks associated with program delivery.
Coordinate with vendors and third-party service providers to ensure program success.
Track and report on program milestones and deliverables.
Business Management:
Manage the Business Management Office ensuring effective business operations and support for infrastructure programs.
Develop and implement business management strategies policies and procedures.
Monitor and report on key performance indicators and metrics.
Conduct financial analysis and budgeting for infrastructure programs.
Ensure compliance with regulatory requirements and industry standards.
Develop and maintain documentation for business processes and procedures.
Stakeholder Engagement:
Build and maintain strong relationships with internal and external stakeholders.
Communicate program status risks and issues to senior leadership and other stakeholders.
Collaborate with cross-functional teams to ensure successful program delivery.
Facilitate regular stakeholder meetings and communication sessions.
Address stakeholder concerns and ensure their expectations are met.
Develop and maintain a stakeholder engagement plan.
Continuous Improvement:
Promote a culture of continuous learning and development within the team.
Identify opportunities for process improvements and implement changes to enhance efficiency and effectiveness.
Stay current with industry trends and best practices in program management and business operations.
Analyze performance data to identify areas for improvement.
Implement feedback mechanisms to gather input from team members and stakeholders.
Lead initiatives to enhance organizational efficiency and effectiveness.
What we are looking for:
Bachelors degree in Business Administration and/or Project Management or a related field).
Minimum of 10 years proven experience in program management and business operations.
Demonstrated ability to lead and inspire diverse cross-functional teams; including junior and senior staff by fostering an inclusive collaborative and high-performance culture aligned with EDCs values.
Strong understanding of infrastructure programs and business management practices.
Excellent leadership communication and interpersonal skills.
Ability to manage multiple priorities and work effectively in a fast-paced environment.
Strong analytical and problem-solving skills.
Bilingual in both official languages (English and French).
