Job Summary

Title: Business Analyst HRSA HCMP Project

Location: Local to DC(DMV Area) Remote with occassional visits

Duration: Long Term

Need someone with prior HRSA exp.

Domain & Functional Expertise

- Strong understanding of federal healthcare programs grants management or compliance-driven environments.
- Experience working with Salesforce (preferred) cloud-based platforms or large-scale system modernization.
- Knowledge of HRSA/BPHC context (FTCA PCMH HCCN programs) is a plus.
Business Process Reengineering (BPR)
- Ability to analyze and document as-is vs. to-be processes identifying redundancies and inefficiencies.
- Facilitate workshops with HRSA stakeholders to simplify workflows and align with modernization goals.
- Translate business drivers (compliance oversight faster reviews improved grantee experience) into reengineered process designs.
- Ensure redesigned processes are automation-ready and align with Salesforce declarative configuration.
Requirements Elicitation & Management
- Lead discovery sessions with program staff grantees and IT stakeholders.
- Document business requirements user stories and acceptance criteria in alignment with Agile delivery.
- Maintain a Requirements Traceability Matrix (RTM) ensuring linkage to design testing and delivery.
- Identify dependencies across modules (FTCA PCMH HCCN) and HRSA enterprise systems.
Governance & Compliance
- Ensure all requirements align with HHS EPLC v2 NIST/FISMA HIPAA and HRSA security/privacy directives.
- Document process and system controls for auditability and oversight.
