Team: Regulatory Policy

Job Status: Permanent

JOB PURPOSE

Provides research analysis and recommendations to support CNOs mandate purpose and regulatory functions: Entry to Practice Standards Quality Assurance and Professional Conduct.

KEY RESPONSIBILITIES

  • Conducts policy research through a variety of sources including: literature reviews jurisdictional scans and system partner consultations; summarizes analyses and identifies key issues trends and impacts of external factors; applies appropriate methodologies to enable evidence-based decision-making including risk assessments and equity impact assessments as appropriate.
  • Monitors the health care regulatory and legislative environments in collaboration with other teams and reports key issues and trends that impact nursing practice.
  • Works with other teams and legal counsel to draft regulations based on Councils policy direction; prepares briefing notes for discussion and decision to teams Council and Committees; prepares submission for government review; supports movement of proposed regulation through government processes and provincial legislature; supports internal implementation.
  • Assesses and tracks external system partners requests and analyzes the level of response required; collaborates with relevant team(s) to prepares formal responses.

REQUIRED QUALIFICATIONS

Education and Experience

  • Completion of post-secondary education related to nursing policy professional regulation public administration health or a complementary discipline.
  • Minimum three to five years of related work experience in a similar role including practical experience in policy research and analysis including applying different research methodologies (e.g. related to qualitative research and statistical/data analysis).

  • Communication communicates complex information such as presenting evidence-based assessments in a clear concise and credible manner; considers impact to audiences determines the communication delivery and approach adjusts approach when difficulty in understanding arises; consults and collaborates with system partners to consider their perspectives.
  • Analytical & Critical Thinking uses knowledge of broad issues relating to the nursing profession health care system and self-regulation when evaluating information to understand an issue; synthesizes large amount of information from diverse data sources; presents information in a legislative framework; draws conclusions supported by research legislation external environment and knowledge of similar situations with options for consideration.
  • Problem Solving applies comprehensive understanding of strategies and techniques to identify patterns and trends related to nursing regulatory issues and policy solutions; utilizes broad understanding of CNOs regulatory functions and of the legislative framework that governs nursing in Ontario when developing solutions evaluating its impact risks and benefits and adjusting approach as problems change.
  • Demonstrated intermediate-level proficiency in MS Office such as Word and Excel.

Hiring Range: $106371 $113036

Full Salary Range: $106371 - $127645
