Job Description
Note: This position is open only to City of New York employees serving in the permanent civil service title of Administrative Staff Analyst.

The Fire Department City of New York (FDNY) seeks a full-time Administrative Staff Analyst Manager of Cases Data and Metrics in the Bureau of Investigations and Trials and the Equal Employment Opportunity this dual role under general supervision with latitude for independent initiative and judgment the incumbent will perform work in support of both the Equal Employment Opportunity (EEO) Office and the Bureau of Investigations and Trials (BITS). The incumbent will be responsible for managing two enterprise-level case management systems: the established Dynamics 365 database used by the EEO Office and the Salesforce database supporting BITS operations. This role requires advanced technical and analytical expertise to maintain develop and integrate both platforms as well as the ability to coordinate with both BITS and EEO attorneys agency leadership and IT professionals. The position demands knowledge of system back-end functionality sufficient to translate legal and operational requirements into technical solutions ensuring that both systems support compliance oversight and Court Monitor reporting obligations.
Typical Tasks
-Maintain and enhance the Equal Employment Opportunity (EEO) case management system in Microsoft Dynamics 365 ensuring accurate case intake tracking data integrity and reporting.
-Generate and validate reports from the EEO system to fulfill statutory obligations support agency decision-making and comply with Court Monitor requirements.
-Lead the development of the Bureau of Investigations and Trials (BITS) case management system in Salesforce serving as the subject-matter expert and primary liaison between attorneys program staff and technical developers.
-Maintain and enhance the Bureau of Investigations and Trials (BITs) case management system in Salesforce ensuring accurate case intake tracking data integrity and reporting relating to arrest cases complaints investigations disciplinary cases and the creation and digital storage of case files and discovery material.
-Work collaboratively with other staff maintaining the BITs and EEO case management systems.
-Translate investigative and legal requirements into precise technical specifications for IT staff ensuring the Salesforce database captures required workflows evidentiary milestones and case outcomes.
-Possess functional knowledge of the Salesforce back end to evaluate feasibility explain modifications and review technical proposals with programmers.
-Develop dashboards automated workflows and reporting tools within Salesforce to increase transparency efficiency and accountability in case management.
-Coordinate data governance standards across both the Dynamics 365 and Salesforce systems ensuring accuracy confidentiality and consistency of records.
-Provide training technical guidance and user support to analysts attorneys and staff to ensure effective use of both systems.
-Harmonize reporting between EEO and BITS databases enabling agency leadership to view integrated compliance and disciplinary trends.
-Conduct regular analysis of data to identify systemic issues risks and patterns preparing recommendations for corrective measures.
-Perform related work for both units as required such as preparing reports for the EEO Office BITS and external agencies. Track and monitor EEO complaint and inquiry inventory. Update logs case databases case assignment reports and other reports. Respond to various document and information requests and other matters as they arise and redact legal documents. Assist attorneys in the management of cases through various stages of the EEO investigation and the Reasonable Accommodation (RA) process. Compile information for EEO reports and RA reports. Conduct data entry across various platforms. Answer telephones and assist with visitors to the EEO Office.
ADMINISTRATIVE STAFF ANALYST ( - 1002A
Qualifications :
1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
