What Youll Do

The Y-12 Self-Assessment (S-A) Program Manager (PM) has responsibility for program management and functional oversight of self-assessment programs/processes (Management Assessments (MA) and Organizational Surveillances (OS) at the Y-12 site. The S-A PM ensures program objectives meet the requirements of DOE directives and the contract baseline; and are executed within the framework of the CNS mission success model. Primary customers are CNS management and other S-A program stakeholders (including DOE NNSA Y-12 Field Office (YFO)). The mission of the Self-Assessment Program is to support the timely feedback and improvement steps within the Integrated Safety Management/Integrated Safeguards and Security Management (ISM/ISSM) framework. Management assessments and organizational surveillances are conducted of programs facilities processes and systems for compliance performance and effectiveness as applicable.
Responsibilities:
- Conducts Self-Assessment (S-A) programmatic management and oversight to ensure the effective implementation maintenance control and execution of Management Assessment (MA) and Organizational Surveillance (OS) processes across the Y-12 Site.
- Ensures required assessment activity for the CNS enterprise occurs in accordance with regulatory mandate and contractual obligations as required.
- Evaluates all aspects of S-A performance (i.e. organizational adherence to site-level guidance scheduling reporting issue identification trending and follow-up) provides feedback and recommendations to management and assures compliance with annual assessment schedule planning and performance.
- Provides detailed technical direction for the implementation of MA/OS programs/processes.
- Assists in defining implementing and managing software capabilities in accordance with SQA requirements as applicable to track monitor and trend data associated with MA/OS schedules and results.
- Reviews revises and coordinates programmatic changes as applicable and develops implementation plans that assure adherence to established requirements.
- Interfaces with both internal and external customers to address MA/OS program needs and performance.
- Provides quarterly summary MA/OS performance statistics/metrics to line/organizational management.
- Provides informal mentoring to line management and individual assessors offering recommendations for improvements in the planning and execution of self-assessments.
- Manages assessment module in TOPIC ensuring design feature requests are provided for needed improvements - and software applications are updated as required.
- Provides Assessment program support to ensure independent and self-assessment activities are executed consistent with applicable procedures adhere to established schedules and cost estimates and deliver valued added (effective efficient high quality) results.
- Manage the development revision implementation delivery and on-going evaluation of assessment training courses/programs.
- Interface with internal/external assessment stakeholders senior management and YFO for self-assessment program performance across the enterprise; and advises senior management on program design and responses to programmatic issues.
- Provide training direction and oversight of Assessment coordinators with other organizations.
- Develop and maintain multi-year assessment strategies for CNS organizations to ensure a robust self-assessment program meeting DOE requirements.
- Manage CNS Parent Oversight Planning process deliver annual schedules and provide routine updates as required.

Minimum Job Requirements

Bachelors degree: Minimum 4 years of relevant experience. Typical experience ranging from 7 to 10 years.
OR Masters degree: Minimum 3 years of relevant experience. Typical experience ranging from 7 to 10 years.
OR 12 or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.

Preferred Job Requirements

Exceptional interpersonal communication collaboration management and leadership skills
Extensive working knowledge of computer software such as Microsoft Word Excel and Power Point.
Working knowledge of developing monitoring and implementing metrics
Demonstrated history of meeting established schedules and the ability to perform independently and achieve desired results with little supervision.
Knowledge of and experience implementing DOE O 226.1B Implementation of Department of Energy Oversight Policy; 10 CFR 830 Nuclear Safety Management; DOE O 414.1D Quality Assurance; ASME-NQA-1 Quality Assurance Requirements for Nuclear Facility Applications; and NAP 401.1A Weapons Quality Policy requirements.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712) which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
