Test Equipment Engineering is looking to hire aTest Equipment Engineering Outsourcing Strategy Lead for programs based inTucson AZ.

The Test Equipment Engineering (TEE) team Hardware Discipline Directorate is a multi-discipline organization responsible for developing advanced windows application solutions for all Raytheon products. We are hands-on designers using the latest technology and tools and integrating state-of-the-art test solutions with the most advanced engineering systems in the world. TEE products are in engineering labs in the field and in production environments utilized for weapon system products. TEE supports job opportunities across all phases of the engineering lifecycle including demonstrations early engineering tests design verification tests production and post-production sustainment.

The TE Outsourcing Strategy Lead role is strategic in supporting key activities within a Munitions Acceleration programs lifecycle such as pursuit development execution and sustainment of third-party vendors supplied Test Equipment solutions. The primary responsibility of the role is to direct and manage the activities between RTX andSubcontractors/Suppliersobtaining optimum product/services in terms of costs quality and delivery in accordance with approvedbusiness/subcontractingplans while ensuring compliance with Company/Government policies and procedures.

What You Will Do:

  • Communicate/Share Program requirements to suppliers; Coordinate/Support supplier engagements related to capability capacity opportunity and risk.
  • Leads the subcontracting effort to establish the overall subcontract plan proposal review criteria analysis and evaluation of proposals
  • Acts as Business Advisor to internal customers; employs business acumen and experience to provide market knowledge supply chain solutions and proactive support to business units
  • Work with Supply Chain Contract Manager to prepare and negotiate contractual documents Leads and conducts proposal preparation and management of highly complex subcontracts
  • Manages contract performance for on-time delivery and conformance to original proposal. Responsible for leading cadences with subcontractors and providing status to internal stakeholders
  • Manage overall program/project cost schedule and risk of assigned programs and present program status at program reviews to senior management
  • Conceive develop coordinate implement and manage Subcontracts plans for assigned major programs to optimize cost and ensureSubcontractor/Supplierperformance
  • Responsible for supporting the execution of programs more than $50M (total program) with significant and/or critical subcontract content
  • Briefs Senior Management as required attends meetings with suppliers upper management
  • Responsible for all subcontract products and services on assigned program
  • Manage stakeholder expectations and take corrective actions to address gaps
  • Provides leadership guidance and direction for major programs/projects for all Subcontract related activities
  • Supervise and direct the activities of Subcontract Administrators Buyers and Supply Chain Contract Managers assigned to support the SBUs and programs
  • Support the identification and mitigation of vulnerabilities within the suppliers performance.
  • Completes and formalizes the Supplier Statement of Work (SSOW) including applicable program requirements
  • Ability to work independently applying established methods and processes and utilizing best judgement on day-to-day Subcontracts and Compliance activities

Qualifications You Must Have:

  • Typically requires a University Degree and minimum 12 years prior relevant experienceoran Advanced Degree in a related field and minimum 10 years of experience
  • 5 years of experience within Government Subcontracting
  • 5 years of experience within Supply Chain

Qualifications We Prefer:

  • Prior experience supporting development production and/or sustainment programs preferably in the aerospace and defense industry including balancing cost schedule and technical constraints to achieve positive program outcomes.
  • Leadership experience in a cross-functional environment resolve conflicts prioritize and manage ambiguity.
  • Expert ability to clearly concisely and effectively communicate complex technical information with written and verbal communication skills.
  • Demonstrated experience managing subcontracts projects using Earned Value Management (EVM) methodology and Cost Account Management (CAM) activities
  • Knowledge of acquisition policies and procedures proficient in Truth in Negotiations Act (TINA)
