The Freedom Navigator in the Re-Entry Programis the central guide for individuals exiting incarceration into homelessness or already unhoused with justice involvement. This role balances direct support with systems advocacy: walking alongside clients to secure housing and stability while also challenging barriers in the criminal justice and homeless response systems. Navigators are trusted partners who meet clients where they are inside jails in encampments on the Key Campus or in the community and help them move from survival toward stability dignity freedom and most importantly stable housing.

Essential Functions
Client Navigation & Case Management
  • Maintain a caseload of 1525 participants at varying stages of reentry.
  • Provide pre-release in-reach in Maricopa County jails at least 2 days per week.
  • Develop individualized reentry plans focused on housing employment and recovery.
  • Remove barriers to housing (IDs documentation fingerprint clearance landlord engagement).
  • Ensure consistent follow-up and relational accountability with every client.
Housing & Systems Integration
  • Navigate the Coordinated Entry and By-Name List process; enter data into HMIS.
  • Link participants to workforce programs legal aid and behavioral health supports.
  • Support post-placement stabilization to ensure clients remain housed and avoid recidivism.
Legal & Advocacy
  • Collaborate with Legal Support Specialist on Homeless Court record mitigation and benefits access.
  • Act as a systems advocate bridging gaps between clients and partners including probation parole courts and landlords.
  • Name and challenge systemic inequities that block clients progress.
Recovery & Peer Support
  • Use harm-reduction and motivational interviewing to support sobriety and wellness goals.
  • Collaborate with Peer Support Specialist to connect clients to peer groups and circles.
  • Recognize relapses trauma and crisis as part of the recovery process offering connection rather than punishment.
Minimum Qualifications
Required:
  • 1-2 years experience working in the Homelessness Response System or Criminal Justice System.
  • Strong ability to build trust and consistency with clients.
  • Knowledge of Arizonas reentry workforce and legal aid resources.
  • Must be able to pass a background check and obtain jail access clearance.
  • Valid AZ drivers license.
Preferred:
  • Direct lived experience with incarceration or reentry.
  • Familiarity with HMIS.
  • Multi-Lingual.
Work Environment
  • Primarily field-based (jails community housing sites Key Campus).
  • Flexible schedule but standard MF 85 hours.
  • Part of a collaborative team: 2 additional Navigators 1 Legal Support Coordinator 1 Peer Support Specialist
  • Backed by the full resources of Keys to Change.
This role is based at the Key Campus which has been the epicenter of unsheltered homelessness in Maricopa County. The work environment is dynamic challenging and emotionally intense. Staff operate in proximity to human suffering community tension and systemic failure and also in the midst of profound resilience daily breakthroughs and opportunities for radical impact.
Team members must be prepared to lead with compassion clarity and courage in an environment that is not always comfortable or predictable. The work is fast paced deeply relational and requires physical presence across the campus. Keys to Change supports staff with a culture of care adaptive leadership and commitment to racial equity healing and justice but this is not a remote detached or traditional nonprofit setting. It is frontline systems work at the intersection of policy poverty and possibility.
