Responsibilities
The Water Supply & Treatment Division Manager (WST-DM) is responsible for managing continuous 24/7 operations directing multi-million-dollar budgets and supervising a diverse team of professional technical supervisory and union employees. This role also leads long-range planning and capital projects strengthens safety and security across critical infrastructure and represents the City in regulatory and industry forums.
The WST-DMoversees two major treatment plants lime reclamation facilities well fields pumping systems and related infrastructure that provide over 60 million gallons of safe drinking water daily to more than 400000 residents while ensuring regulatory compliance with federal state and local regulations.
Minimum Qualifications
Bachelors degree in chemical science environmental science natural science physical science civil engineering water or wastewater treatment
AND 5 years of experience in water treatment; three (3) of which should be in management/supervision at a class III / class IV public water facility.
Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.
Certifications
Ohio Environmental Protection Agency (OEPA) Class IV Water Supply Operator License at time of appointment is preferred; otherwise candidate must meet the special requirements listed below.
License Requirements
Must possess a valid drivers license at time of appointment and maintain thereafter as a term and condition of continued employment.
Special Requirements
Incumbents without OEPA Class IV Water Supply Operator license at time of appointment must possess the above listed education and Experience and must possess an OEPA Class III Water Supply Certification and maintain until such time as the level IV is obtained. The incumbent must have the criteria to be accepted as an OEPA Class IV Water Supply candidate at the time of appointment. Incumbent must apply and be accepted to the OEPA to sit for the Class IV test within three (3) months of appointment. Once accepted into the program the incumbent must finish the OEPA Class IV Water Supply license process within the prescribed time limits as set forth by the OEPA as a term and condition of continued employment.
As a condition of continued employment once obtained a Class IV OEPA Water Supply Operator Certification must be maintained thereafter for the duration of employment in the Water Supply and Treatment Manager classification.

A background investigation and evidence of Employment Authorization and Identity is required prior to candidates must pass any level of background investigation applicable to the position including current city employees seeking transfer promotion demotion etc. into a classified position.

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.
