The Opportunity

The Senior Labor Relations Project Manager plays a pivotal role in overseeing and executing complex Labor Compliance Programs (LCP) Project Labor Agreements (PLA) and Skilled & Trained (S&T) workforce compliance efforts across multiple public works projects. This position leads cross-functional initiatives from pre-bid through project closeout ensuring alignment with federal state and local labor regulations.

What You Will Do Essential Responsibilities

  • Lead the implementation and management of labor compliance PLA and Skilled & Trained programs on high-visibility and high-value projects.
  • Conduct advanced review and analysis of electronic and hardcopy certified payroll reports to ensure compliance with prevailing wage apprentice utilization and labor code requirements.
  • Monitor audit and report on contractor and union compliance including dispatch procedures core worker tracking and craft-specific workforce ratios.
  • Serve as a key liaison to clients government agencies and labor organizations to provide high-level guidance on labor compliance strategy and program execution.
  • Represent the company in pre-bid meetings project kick-offs labor relations presentations and enforcement-related discussions.
  • Assist in drafting project-specific labor compliance and PLA cost proposals and scopes of work.
  • Investigate potential labor compliance violations through jobsite audits worker interviews and payroll investigations; provide guidance on corrective actions and regulatory reporting.
  • Lead correspondence and compliance communications with contractors subcontractors and clients regarding findings and recommended resolutions.
  • Partner with internal legal and compliance teams to address escalated labor disputes and mitigate potential fines or legal exposure.
  • Oversee collection validation and reporting of workforce and compliance data ensuring accuracy in monthly quarterly and annual reporting to clients funding sources and regulatory bodies.
  • Analyze trends in PLA and labor compliance performance to inform future program enhancements and process improvements.

Secondary Responsibilities

  • Complete high-priority special projects as assigned by the Director of Labor Relations or VP of Client Development.
  • Travel to job sites to perform inspections and conduct on-site compliance reviews.
  • Stay abreast of evolving labor compliance laws and industry best practices. Travel to client sites and examination of the work sites

Supervisory Responsibilities

The individual does not have any supervisory responsibilities.

Qualifications and Requirements

  • Bachelors degree in Business Accounting Public Administration or a related field preferred or equivalent work experience. Experience can be substituted for education.
  • Minimum 5 years of progressive labor compliance or project labor relations experience with 2 years in a senior lead or supervisory role.
  • Deep knowledge of the California Labor Code and public works compliance requirements.
  • Proven track record conducting complex labor audits analyzing certified payroll documents and managing corrective actions.
  • Expert knowledge of labor compliance and PLA enforcement policies and procedures.
  • Advanced analytical and critical thinking skills; ability to interpret complex regulations and assess risk.
  • Strong written and verbal communication skills; experience drafting technical correspondence and reports.
  • Proficiency in Microsoft Office Suite (Excel Word Outlook); familiarity with SharePoint and compliance databases preferred.
  • Strong organizational skills attention to detail and the ability to manage multiple concurrent projects under deadline.
  • Demonstrated ability to work independently and provide leadership in a fast-paced compliance-focused environment.
  • Bilingual (Spanish) skills strongly preferred.
