Position Overview
The mission of the Illinois Department of Commerce & Economic Opportunity (DCEO) is to support and maintain a climate that enables a strong economy for our customers (taxpayers businesses workers and communities) by keeping attracting and growing businesses maintaining a skilled workforce and enhancing communities so that businesses of any size can succeed to the greatest extent possible in all parts of Illinois. DCEO is seeking to hire an EDGE Program Manager for the Office of Business Development. The ideal candidate will have experience in delivering impactful and efficient programs and services that are focused on business community and workforce development. Essential Functions
- Organizes controls and evaluates business development incentives related to the Economic Development for a Growing Economy (EDGE) Program.
- Manages and controls the Economic Development for a Growing Economy (EDGE) Program throughout full program lifecycle.
- Serves as a subject matter expert on the Economic Development for a Growing Economy program regarding rules application and operationalization.
- Serves as full line supervisor.
- Develops effective and informational marketing materials and makes presentations to business local economic development organizations and other entities on behalf of the department to promote the EDGE Program.
- Organizes and plans the development of program rules and regulations and coordinates with the Joint Committee on Administrative Rules (JCAR) to implement adoption or amendments of rules.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires the knowledge skill and mental development equivalent to the completion of four (4) years of college.
- Requires three (3) years administrative experience in a public administration or the private sector with administrative responsibilities.
Preferred Qualifications
- Prefers one (1) year of experience managing economic development programs including grants loans tax incentives or technical assistance (State and Local).
- Prefers one (1) year of experience managing government programs including tax incentives and grant programs.
- Prefers two (2) years of experience in a public facing role that includes presenting and/or promoting.
- Prefers two (2) years of experience working with financial documents including financial statements related to business operations.
- Prefers one (1) year of experience collaborating with internal and external stakeholders to achieve outcomes.
- Prefers two (2) years of experience developing program goals and measurable objectives.
- Prefers two (2) years of experience working with business communities to ensure compliance with program requirements.
- Prefers two (2) years of experience collecting and analyzing data developing recommendations and presenting recommendations to executive staff.
Conditions of Employment
- Requires the ability to travel in the performance of duties with overnight stays as appropriate.
- Requires appropriate valid drivers license.
- Requires completion of a background check and self-disclosure of criminal history.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statement of Economic Interest with the Office of Secretary of State that will be made available for examination and copying by the employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.(See Executive Order 15-09) Fines and penalties apply to untimely filings.
