The Santa Clara Valley Transportation Authority (VTA) is seeking a seasoned transportation professional to serve as Deputy Director of Transit Operations. This executive leader will oversee the Agencys bus and light rail divisions Service Management and special events and the Operations Control Center while advancing innovation and shaping the future of transit operations.

Ideal Candidate:

  • Proven executive-level leader with extensive experience in public transit operations including bus light rail paratransit fleet management and labor relations.
  • Demonstrated ability to develop and implement policies programs and operational strategies that enhance service quality safety efficiency and customer satisfaction.
  • Skilled in managing large unionized workforces with success in supervising training motivating and developing senior staff and frontline personnel.
  • Expertise in budget preparation fiscal oversight and resource allocation ensuring cost-effective operations while meeting organizational goals.
  • Strong communicator with the ability to represent the agency before boards commissions government entities and the public building credibility and trust.
  • Strategic thinker with a track record of analyzing complex operational challenges and implementing innovative effective solutions in dynamic transit environments.


What Youll Be Doing:

Under the administrative direction of the Chief Operating Officer the Deputy Director of Transit Operations manages and directs the activities of bus and/or rail operations for the Santa Clara Valley Transportation Authority (VTA) including all regular transit and paratransit services.

This incumbent is responsible for directing all activities and functions of assigned Bus and/or Light Rail Transportation Operations Control Center Field Supervision and related programs.


Operations Division:
Under the direction of the Chief Operating Officer the Operations Division operates analyzes maintains and manages VTAs bus and rail transit system and facilities. It also oversees contracted shuttle and ADA paratransit services.

Operations consist of the Chief Operating Officers Administrative unit - Operations Administration - as well as Bus & Rail Transit Operations Bus & Rail Transit Maintenance Special Event Service FacilitiesMaintenance Operations Analysis Reporting & Systems andRegional Transportation Services.

Together Operations comprises 14 functional units - Operations Administration; Bus & Rail Transit Operations; Service Management; Rail Maintenance; Bus Maintenance; Way Power & Signal Maintenance; Facilities Maintenance; Maintenance Engineering; Warranty & Quality Assurance; Regional Transportation Services; and Operations Analysis Reporting and Systems.

Essential Job Functions

Typical Tasks

  • Assists in the development and implementation of Operations policies and programs which guide the organization in maintaining and improving credibility and stability of its transit service operations;
  • Directs activities so that quality public transit service is provided to our customers and the general public safely on schedule and according to quality standards and cost objectives;
  • Provides guidance and direction in managing fleet maintenance functions (gasoline diesel and hybrid) and controls quality of fleet maintenance through ongoing use of vehicle maintenance information systems; vehicle fleets including transit buses light rail supervisory/support vehicles community transportation and maintenance vehicles;
  • Directs and supervises senior staff activities and oversees functions to ensure effective operations;
  • Provides leadership to senior staff who hire supervise train motivate assign evaluate counsel and discipline staff;
  • Oversees the selection supervision training and discipline of staff;
  • Oversees and participates in the development and administration of the annual budget; approves the forecast of funds needed for staffing equipment materials and supplies; approves expenditures and implements budgetary adjustments as required;
  • Represents VTA at meetings with the Board of Directors other boards and commissions agencies employee organizations and public and private organizations;
  • Reviews state and federal laws proposed legislation and regulations pertaining to areas of responsibility and reports on impact;
  • Directs the fiscal management system within area of control and ensures its effective functioning;
  • Analyzes and evaluates complex problems; recommends and implements effective solutions;
  • Assures compliance with all VTA policies and procedures including equal employment opportunity and discrimination and harassment prevention;
  • Ensures the application of safety rules and regulations;
  • Prepares reports and correspondence;
  • Performs related duties as required.

Minimum Qualifications

Employment Standards

Sufficient education and increasingly responsible administrative and managerial experience to demonstrate possession of the required knowledge skills and abilities.

Development of the required knowledge skills and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree in transportation/logistics public administration business administration or a related field and extensive increasingly responsible experience in public transit operations including transportation service planning fleet management and labor relations. Work experience must include at least five (5) years of supervisory and management level experience.

  • Federal state and local laws and regulations governing public transportation systems;
  • The goals organization and management practices of a large public transportation agency;
  • Industrial safety and general safety rules and regulations as applied to a public transportation system;

  • Typical provisions found in a public transit labor agreement;
  • Comprehensive and specific technical knowledge of the major functions within assigned area of responsibility.

  • Analyze and evaluate complex departmental/operational problems; recommend and implement effective solutions;
  • Communicate clearly and effectively both orally and in writing;
  • Take initiative reason logically and be creative in developing and introducing new ideas;
  • Define problem areas and evaluate recommend and implement alternative solutions to complex issues and problems;
  • Effectively represent VTA before the Board of Directors city councils and other local regional state and federal agencies as well as in public meetings with local citizens;
  • Establish cooperative working relationships with staff colleagues and peers in the course of performing work duties;
  • Prepare and control a budget.
