Job Description Summary:

Under the general supervision provides oversight and leadership for the recruitment hiring training supervision and retention of all water safety personnel for the Department of Parks and Recreations East North and South Boulder Recreation Center indoor pools and Scott Carpenter and Spruce outdoor pools as well as other duties as assigned.

Please note: While we typically hire in the 020% range of the full salary band the offer amount will be determined by the qualifications and experience of the selected candidate.

Job Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsible for the recruitment and selection of seasonal and standard lifeguards and water safety personnel to include but not limited to:

  • Recruits lifeguards swim lesson instructors water fitness instructors and head swim lessons instructors and collaborates with the Human Resources Department as appropriate.

  • Executes staffing recruitment strategies to identify attract and hire the best talent.

  • Interfaces with various clients on behalf of the department to solicit applicants.

  • Provides applicant support throughout the recruiting process ensuring all paperwork and data tracking meet employment standards.

  • Prepares and conducts candidate interviews that formally and comprehensively assess candidate abilities skills and interests in the provision of water safety for the community.

  • Distributes collects and reviews candidate employment applications and other authorization forms.

  • Ensures a positive candidate experience throughout the hiring life cycle.

  • Completes new hire paperwork.

  • Conducts reference checks on candidates.

Responsible for the training and supervision of seasonal and standard lifeguards and water safety personnel to include but not limited to:

  • Plans and implements a comprehensive orientation program for all seasonal and standard lifeguards and water safety personnel.

  • Plans and schedules trainings for seasonal and standard lifeguards and water safety personnel that includes: Lifeguard training; Water Safety Instruction (WSI); First Aid/CPR; and other appropriate and required certifications.

  • Manages the development and implementation of professional training and development learning initiatives and recommendations for on-going training for lifeguard staff.

  • Facilitates professional training and development programs including: Lifeguard training; Water Safety Instruction (WSI); First Aid/CPR; and other appropriate and required certifications.

  • Directs work quality through performance planning by setting standards and expectations relating to aquatics management.

  • Establishes area priorities and task assignments for all guard and water safety personnel.

  • Creates individualized training plans when appropriate to strengthen existing skills and/or teach new ones.

  • Leads and assists in creating and/or re-designing training manuals for water safety topics.

  • Mentors staff members in developmental growth through skill level assessments and programs.

  • Develops training resources by preparing notes and visual displays in coordination with training needs and specific departmental needs.

  • Develops guiding principles and strategic direction for internal and external education that meets professional service needs.

  • Conducts comprehensive training assessments and determine subsequent training and development priorities.

Responsible for scheduling lifeguard and water safety personnel for all aquatic facilities to include but not limited to:

  • Manages the coordination of scheduling more than 150 lifeguards and water safety personnel at all department aquatic facilities.

  • Adheres to policies and procedures to ensure the safety and well-being of all participants spectators and others through risk management best practices relating to participant safety behavior management and other related issues.

  • Executes aquatic facility staffing plans by posting electronic schedules and updating schedules to maintain current and accurate schedules for all sites.

Responsible for retention of staff and addressing future planning for lifeguarding needs relative to aquatics/ operations to include but not limited to:

  • Plans and administers junior lifeguarding and lesson aide programs.

  • Develops implements and facilitates staffing incentive programs.

  • Executes staffing strategies to recruit and retain potential future lifeguards.

  • Collaborates with internal and external organizations to identify potential candidates for future lifeguarding positions.

  • Develops a plan to coach and assist youth to prepare for lifeguarding classes.

Performs administrative tasks. This includes the following:

  • Maintains records on required certifications for staff including First Aid CPR-PR Lifeguard training and WSI.

  • Prepares and monitors payroll for seasonal guard and water safety staff.

Performs public relations tasks including but not limited to:

  • Serves as a liaison between the public and programs activities and events; and handling customer complaints and concerns in a timely manner.

  • Assists with public education and training presentations.

  • Assists in the development of policies and procedures and assists in creating the direction and vision for the recreation division as a member of the recreation division staff.

  • Updates job knowledge to remain current with aquatic and national trends.

Performs related duties as required by management to meet the needs of the City. Acts as a Manager on Duty for all facilities as assigned.

MINIMUM QUALIFICATIONS

  • Ability to multi-task in a high stress environment.

  • Ability to communicate on an array of controversial and complex municipal issues.

  • Ability to present all communications (written and verbal) professionally including in a variety of public presentations designed to create a greater understanding of the need for parks and recreation programs and services as well as generate additional funding sources to support the division/departments mission and vision.

  • Ability to work courteously and effectively with the public including communicating department policies procedures and decisions.

  • Knowledge of parks and recreation trends and issues including the theory of inclusion and its role in public parks and recreation.

  • Knowledge of the principles practices operations and maintenance requirements of municipal parks and recreation facilities.

  • Knowledge of aquatics facilities and scheduling seasonal staff.

  • Skills in organization and problem-solve.

  • Valid Colorado drivers license and ability to maintain acceptable motor vehicle record.

  • Have and maintain acceptable background information including criminal conviction history.

PREFERRED QUALIFICATIONS

  • Five (5) years of pool and facility management experience.

  • Lifeguard Instructor Trainer certification-LGIT Water Safety Instructor Trainer certification-WSIT.

  • Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO).

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelors degree in Parks and Recreation Administration Physical Education or related field.Eight (8) years of related experience may substitute for the education requirement.

  • A minimum of three (3) years of pool management experience including supervisory experience.

  • Work experience demonstrating leadership skills and the ability to coordinate the work of others.

  • Current certifications in the following: American Red Cross Lifeguard; Lifeguard Trainer Instructor (LGI); and Water Safety Instructor (WSI).

SUPERVISION

Supervision Received: Facilities Supervisor Aquatics

Supervision Exercised: Seasonal staff including lifeguards seasonal aquatic managers and standard Aquatic Facility Lead

WORKING CONDITIONS AND REQUIREMENTS

  • Physical and mental effort: Ability to perform a wide range of strenuous physical and manual tasks in an outdoor environment. Physical ability to stand walk and kneel; hand/eye coordination to operate personal computer and office equipment; vision for reading recording and interpreting information; speech communication and hearing to maintain communication with employees and the public.

  • Work Environment: Works in both indoor and outdoor environments that are oftentimes impacted by chemical odors weather and at times unpredictable conditions.

  • Machines and equipment used: Uses various aquatics supplies and equipment filtration systems standard office equipment including personal computers calculators and copy/fax machines on a daily basis.
